Position Overview:

we are seeking a qualified Civil/Water Engineer, as a Monitoring Officer to support critical water infrastructure projects, including handpumps and solar wells.

The Monitoring Officer will oversee technical quality, field verification, and community engagement for both projects across multiple provinces. The ideal candidate will possess strong engineering expertise, WASH experience, and the ability to work in challenging rural environments.


Key Responsibilities:

  • Develop a complete monitoring plan for the project.
  • Conduct regular field visits to monitor the installation of 200 Afridev hand pumps and 50 solar-powered water wells, across four provinces in Pakistan, according to the BoQs and designs.
  • Ensure all construction activities meet technical specifications, engineering standards, and environmental safety requirements.
  • Oversee quality control of civil works, including platforms, aprons, drainage systems, soak pits, and livestock watering points.
  • Supervise water quality testing during and after installation (TDS, arsenic, pH levels) for all the projects.
  • Maintain accurate records with GPS coordinates, photographic documentation, and technical reports.
  • Monitor the process of engaging Village Development Committees (VDCs) to support community participation and local ownership.
  • Identify technical faults, recommend corrective actions, and coordinate with implementing partners for timely resolution.
  • Submit weekly monitoring reports and provide feedback to the Head of Programs and project management teams.
  • Ensure compliance with organization's transparency, accountability, and quality assurance standards in all field activities.

Required Qualifications:

  • Bachelor's degree in Civil Engineering, Water Resources Engineering, or related discipline (Master's preferred).
  • Minimum 5 years of relevant experience in water infrastructure, rural WASH projects, or groundwater-based systems.
  • Demonstrated expertise in hand pump installation, solar-powered water systems, and community water supply infrastructure.
  • Knowledge of water quality testing, environmental protection measures, and WASH technical standards.
  • Proven experience with field monitoring, engineering assessments, and reporting.
  • Strong computer skills (MS Office, digital monitoring tools, GPS applications).
  • Willingness to travel extensively to remote, underserved areas across KP, Sindh, Punjab, and Baluchistan.
  • Excellent communication skills with the ability to engage communities and partner organizations.
  • Fluency in Urdu and local languages; English proficiency for reporting purposes.

Desirable Attributes:

  • Familiarity with gender-sensitive programming and community mobilization in rural settings.
  • Experience working with NGOs, donor-funded projects, or humanitarian organizations.
  • Ability to work independently under pressure and meet strict deadlines.
