 Organizational Context and Scope:

Under the overall supervision  the Senior Programme Coordinator (Emergency and Post-Crisis (EPC), and the Programme Manager (Community Resilience, Livelihoods and Recovery),  and under the direct supervision of the Climate Resilience Field Team Lead, the incumbent will help coordinate and contribute to the implementation of Community Resilience, Livelihood and Recovery (CRLR) activities in compliance with IOM’s and donors’ rules and regulations to support high-quality programme implementation.

Responsibilities and Accountabilities :

Implementing Partner Monitoring and Implementation Support

  •  Support the implementation of all activities under the Community Resilience, Livelihood and Recovery (CRLR) portfolio, in close coordination with the Implementing Partner (IP), as guided by the Programme Manager, technical team, and area-based coordinator, and in line with technical tools and implementation frameworks.
  • Monitor and follow up on the performance of the Implementing Partner to facilitate timely, consistent, and quality delivery of project activities, including Community Assistance Projects (CAPs) and livelihood support, in line with agreed work plans and indicators.
  •  Participate in assessments related to livelihoods and CAPs (e.g. market assessments, supply chain mapping, infrastructure needs assessments), in collaboration with the IP and under the guidance of the Programme Manager and technical team.
  •  Assist in coordinating the beneficiary selection process carried out by the IP, by validating data collected, surveys, and beneficiary profiling using IOM-approved tools.
  • Support the implementation of cash-based intervention activities, verifying that IOM cash-based intervention requirements are being strictly followed

Beneficiary Data Management

  • Provide accurate and up-to-date tracking of beneficiaries in coordination with the IP and the Information Management (IM) unit , verifying data is regularly updated in the CRLR IMS Portal

Integrated implementation

  •  Support the implementation of CRLR activities in an integrated manner with the other IOM sector teams involved in climate resilience programming at the field level, to maximize impact and avoid fragmentation in community-level support.
  •  Maintain regular coordination with field teams from other consortium partners to facilitate complementarity of interventions, share lessons learned on climate-resilient livelihood models, and prevent overlap or duplication in target communities.

 Coordination and Stakeholder Engagement

  •  Assist the area-based coordinator by organizing meetings and providing administrative support for stakeholder engagement efforts, including with community leaders, government representatives, and other actors, to facilitate community support and effective roll-out of CRLR activities.
  •   Support coordination efforts between IOM, the IP, and private sector actors, particularly those involved in microbusiness development, by assisting with logistics, maintaining communication and documentation.
  • Support the Livelihood Officer and IP in maintaining coordination mechanisms with local stakeholders such as local NGOs and community structures, by updating relevant databases and assembling reference materials.

 IOM Monitoring and Evaluation

  •  Contribute to M&E efforts by participating in field monitoring visits to verify activity implementation and beneficiary feedback, in coordination with the M&E Officer and in collaboration with the IP.
  • Support in disseminating communication information, such as success stories and lessons learned from the implementation.
  •  Perform any other duties assigned by the supervisor.

 Required Qualifications and Experience

EDUCATION

  • High School diploma with at least five (5) years of professional experience; or,
  • Bachelor’s degree in Social Sciences, Environment and Sustainability, Communication, Economics or related fields from an accredited academic institution with three years of relevant professional experience

 EXPERIENCE

  • Experience in IP monitoring and management.
  • Experience in training and facilitating workshops on livelihoods and climate-resilience related topics.
  • Experience in participatory action planning, community-based project implementation, and community engagement.
  • Relevant experience in supporting community response projects (livelihoods, social rehabilitation, community development, employment generation, youth entrepreneurship);
  • Previous experience working on peacebuilding/social cohesion in the area will be considered an advantage.
  • Experience in liaising with government authorities, other national/international institutions and NGOs, and building effective partnerships with private sector.
  • Familiarity with UN system is an advantage.

  • Demonstrated skills and experience to work with a variety of stakeholders and partners

  • Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability
  • Ability to work in a multi-cultural team environment with a positive attitude.
  • Creates a respectful office environment free of harassment, retaliation, and promotes the prevention of sexual exploitation and abuse (PSEA).
  • Proficient in information technology Microsoft Word, PowerPoint, Excel, web browsers, use of database application.                                                                                                                                                                                           
 Languages 
 
Required :
  • Fluency in English and Urdu is required (oral and written).
Desirable :
  • Working knowledge of provincial languages (especially Sindhi) is an advantage.
