Position: Consultant
Age Limit: 35 to 55 Years
Reporting Line: Head of Inclusive Development & Humanitarian Department /Program Manager ID&H at Head Office & District Executive Manager, Dadu
Qualification: Advanced university degree (Master’s or higher) in Disaster Risk Management, Environmental Science, Climate Change, Public Health, or related field.
Experience: 10-15 Years
Skills:
- Demonstrated experience in contingency planning and disaster preparedness, particularly in climate-related hazards (e.g., heatwaves, droughts & Floods).
- Strong understanding of disaster risk reduction (DRR) frameworks and humanitarian coordination mechanisms in Pakistan, particularly in Sindh.
- Proven experience in conducting vulnerability and risk assessments using GIS tools and participatory methodologies.
- Familiarity with socio-economic vulnerability indicators and local-level data collection.
- Hands-on experience in designing and delivering training programs or workshops for government bodies, particularly PDMAs, DDMAs, and district-level officials.
- Knowledge of adult learning principles and participatory training techniques.
- Experience working with government institutions, UN agencies, NGOs, and community stakeholders.
- Strong facilitation and coordination skills for multi-stakeholder engagement.
- Excellent written and verbal communication skills in English; proficiency in Sindhi & Urdu languages is an asset.
- Ability to produce high-quality reports, policy briefs, and presentation materials.
- Strong organizational and time management skills.
- Ability to work independently and manage multiple tasks effectively under tight deadlines.
- Willingness to travel to provinces and districts as needed.
Other Requirements: Stakeholder engagement, computer skills including MS Office and Emails, time management, report writing.
Scope of Assignment
The consultant will support the enhancement of heatwave, Drought, and flood preparedness and response mechanisms at both provincial and district levels, with a specific focus on District Dadu. Key tasks include:
1. Contingency Plan Review and Update: Collaborate with Provincial Disaster Management Authorities (PDMAs) and District Disaster Management Authorities (DDMAs) in District Dadu to review and update contingency plans. Ensure plans address heatwave-specific risks, early warning systems, and coordination protocols.
2. Vulnerability Mapping:
Coordinate with local partners to map heatwave-vulnerable areas and populations in District Dadu and other priority locations. Identify high-risk neighborhoods and vulnerable groups, including the elderly, outdoor workers, and low-income households.
3. Capacity Building of DDMA:
Develop and deliver training sessions for PDMA, DDMA, and district administration staff, Local NGOs working on DRR /DRM/Anticipatory Actions at district Dadu on heatwave preparedness, resource allocation, and inter-agency coordination.
Specific Responsibilities:
1. Plan Review and Technical Input
➢ Conduct a comprehensive review of existing contingency plans at the provincial and district levels, with a focus on District Dadu.
➢ Provide technical recommendations to incorporate heatwave, Drought, and flood- specific risks, preparedness actions, and response strategies into updated plans.
2. Stakeholder Coordination
➢ Facilitate regular consultations with PDMAs, DDMAs, local authorities, and partner organizations to ensure alignment and ownership of revised plans and strategies.
➢ Coordinate with relevant stakeholders in District Dadu to collect data, validate findings, and ensure context-specific recommendations.
3. Vulnerability Mapping
➢ Design and implement a methodology for identifying and mapping vulnerable populations and high-risk areas in District Dadu.
➢ Analyze socio-economic and environmental data to produce a detailed vulnerability profile for heatwave impacts.
4. Capacity Building of DDMA
➢ Develop tailored training materials on heatwave preparedness, early warning systems, and emergency coordination.
➢ Organize and facilitate capacity-building sessions for provincial and district officials,with a special focus on stakeholders in District Dadu.
5. Documentation and Reporting
➢ Prepare progress updates, technical reports, training summaries, and a final consultancy report outlining key findings, actions taken, and recommendations.
➢ Ensure all deliverables are aligned with agreed timelines and quality standards.
Other Responsibilities:
➢ Maintain close coordination with HANDS management throughout the consultancy period, including regular communication with the Program Manager, Head of Inclusive Development & Humanitarian Department, and District Executive Manager of HANDS at Dadu.
➢ Share all micro-plans, activity outlines, and task deliverables with HANDS management for technical review and feedback prior to finalization.
➢ Develop comprehensive training manuals, presentations, and related materials for the capacity building of DDMA and relevant district stakeholders; ensure timely sharing of these materials with HANDS for review and incorporate any feedback received.
➢ Attend scheduled coordination meetings with HANDS to ensure alignment on tasks, timelines, and deliverables.
➢ Ensure effective time management across all consultancy tasks to meet deadlines and project milestones.
➢ Deliver high-quality, well-structured reports and documentation that meet both technical and reporting standards of HANDS and associated partners

Proposal Evaluation Criteria: -
1. 80% Weightage, based on technical evaluation.
2. 20% Weightage, based on financial evaluation.
Contract Type:
This is a fixed cost assignment and “reimbursement mode of payment/based on agreement”
against the achievement of the milestone/s. No additional financial support cost provided
related to operational / equipment procurement/ travel arrangements will be paid by HANDS
beyond the quoted amount by the Consultant at the proposal submission stage.
