Project Background:

As part of the post 2022 floods recovery in Sindh, Sindh People’s Housing for Flood Affectees (SPHF), is leading a resilient housing reconstruction program for about 2.1 million households and carries a vision to systematically assess various flood affected settlements in Sindh to develop Climate Resilient Settlement Development Plan (CRSDP). This process is crucial for setting up, upgrading, and sustaining essential community infrastructures to improve access to basic public services. These plans would also help carry out the land entitlement process to vulnerable communities in Sindh.

Objective:

Information Management Officer (IMO) will lead the development and management of information systems to support data driven decision making across projects. The role involves maintaining centralized data systems, ensuring high data quality standards and delivering timely accurate information products. IMO will work across Organization to strengthen information flows, support strategic planning, and produce visual analytics using tools like GIS and Power BI.

Roles and Key Responsibilities: 

  • Integrate GIS tools (such as ArcGIS or QGIS) for mapping, spatial data visualization, and geographic analysis of project activities.
  • Support the development and maintenance of web-based platforms or portals for information sharing, data access, and project visibility.
  • Design, implement, and manage Management Information Systems (MIS) tailored to project and organizational needs.
  • Oversee data collection processes and ensure regular data validation, consistency, and quality assurance across projects.
  • Develop and maintain interactive dashboards and automated reports using Power BI, Tableau to support real time decision making.
  • Centralize and maintain secure databases with proper backup protocols, access control, and data security measures.
  • Coordinate with Project Manager, MEAL and Program teams to align information management processes with monitoring frameworks and operational goals.
  • Lead capacity building and training sessions for staff on data tools, MIS platforms, and data visualization techniques.
  • Ensure that data collection, processing, and sharing practices adhere to data protection standards and internal policies.
  • Produce analytical reports, maps, and visual products for internal stakeholders, donors, and reporting requirements.
  • Continuously improve data workflows and systems to increase efficiency, transparency, and accountability in program reporting.

 

Deliverable:

  • Structured and documented MIS framework established for effective data management and reporting.
  • Consolidated and cleaned datasets from multiple sources, ensuring high standards of data quality and integrity.
  • Power BI dashboards developed and maintained to visualize key project indicators
  • Spatial data layers and GIS maps produced to support geographic analysis of program activities.
  • Regular analytical and narrative reports produced, summarizing data trends, gaps, and recommendations.
  • Orientation sessions and technical support provided to program and MEAL staff on MIS tools, data flows, and reporting processes.
  • Challenges and risks in data management, system performance, or reporting documented and escalated with proposed solutions.

Reporting Relationships:

 

The Information Management Officer will report to the Project Manager and maintain close working relationships with the MEAL, Data Quality Assurance team and relevant field staff. The organization will facilitate transportation to and from the field as required during the assignment.

 

Duration of Contract:

 

Contract duration for the Position/assignment will be approximately 6- Months and duration may increase or decrease depending upon the completion of task.

 

Required Qualifications & Competencies:

  • Minimum 3 years relevant experience with 4 years Degree in Statistics, Computer Science, Information Technology, Data Science, Geography GIS or a closely related field is required. degree must be from a recognized university.
  • Additional certifications in data analysis, GIS, or MIS tools (e.g., Power BI, SQL) will be preferred.
  • Should be honest, dependable, and complete tasks with professionalism.
  • Able to work well alone or with a team.
  • Should be active, quick to respond, and solve problems.
  • Must be punctual, well organized, and ready to adjust when needed.
  • Able to follow instructions from supervisors and managers.
  • Positive attitude, dealing with people respectfully and seriously while working.
  • should keep all personal data from the field private and secure.
  • Basic understanding of English is required.

 

Equipment Requirements:

 

  • HP/Dell Generation i7,8th Generation, (RAM 16-GB (DDR4) SSD 256 GB).
  • Battery Life Battery Backup at least 2 hours, on multimedia 4 hours on standby).
  • Display (at least 14” full HD Display (1920x1080).

 

Preferred Skills:

  • Previous experience in GIS, Power BI, web development, data compilation, cleaning, and validation.
  • Hands-on experience with data collection platforms such as Kobo Toolbox or Comcare.
  • Skills in data analysis and visualization using Microsoft Excel and Power BI.
