Call for Expression of Interest (EoI)
The IDEA- Initiative for Development and Empowerment Axis invites Expressions of Interest (EOI) from eligible Local Humanitarian NGOs/Peer humanitarian Partners (PHPs) registered in Pakistan to collaborate under the "ToGETHER 2.0" project.
Introduction:
The ToGETHER 2.0 initiative (Towards Greater Effectiveness & Timeliness in Humanitarian Emergency Response) is a multi-country humanitarian program designed to enhance localization, effectiveness, and timeliness in emergency response. This initiative is led by Welthungerhilfe (WHH) in partnership with Caritas International, Diakonie Katastrophenhilfe, and Malteser International, with funding from the German Federal Foreign Office (GFFO).
Under ToGETHER 2.0, the Peer Humanitarian Partner (PHP) mentoring initiative is designed to strengthen humanitarian leadership through knowledge exchange, capacity-building, and structured mentorship. Each Local Humanitarian Partner (LHP) will mentor three Peer Humanitarian Partners (PHPs), focusing on the inclusion of women, youth, and persons with disabilities in humanitarian leadership.
Partnership Guiding Principles:
Trust and Respect: Signatory parties undertake to promote and consolidate their relationship and their cooperation by ensuring that each one knows and respects the mandate, charters or statutes of the other and by recognizing the specificity of each other’s contribution to the project.
Mutuality: Each partner acknowledges the reciprocity existent in its actions and use of shared resources to achieve common goals.
Complementarity: The partner organization carry out their roles in the implementation of project to support and supplement each other while preserving their autonomy and assuming their responsibilities.
Transparency: The partner shall share and make relevant information (e.g. policy, strategies, plans, decisions, reports and financial matters) available to each other, to stakeholders and to the public domain. This includes zero tolerance against fraudulent behavior, including any form of corruption.
Accountability: The partners are accountable to each other and towards stakeholders. This implies commitment to the Core Humanitarian Standards.
Objectives of the Mentoring Strategy for Peer Humanitarian Partners
- Expand the outreach of the ToGETHER 2.0 program.
- Strengthen local leadership and enhance capacities for locally led humanitarian action.
- Develop a structured mentoring framework for four (04) Local Humanitarian Partners (LHPs) to guide twelve (12) Peer Humanitarian Partners (PHPs) across Pakistan.
- Promote localization, effectiveness, and inclusivity in humanitarian leadership.
Scope of Partnership:
IDEA seeks partnerships with local humanitarian NGOs/PHPs that demonstrate a strong commitment to humanitarian response. Organizations with experience in WASH (Water, Sanitation, and Hygiene), Food Security & Livelihoods, Health & Nutrition, Protection & Gender Equality, Community Engagement & Social Mobilization, Climate Change Adaptation, and Environmental Protection, Anticipatory Action, Disaster Risk Management etc. will receive additional consideration during selection.
Geographical Focus:
Eligible NGOs/PHPs must have an operational presence in one or more districts of Khyber Pakhtunkhwa Province, with priority given to those based in:
- Dera Ismail Khan
- Nowshera
- Swat
Eligibility Criteria:
EOIs are open to non-profit, legally registered NGOs that meet the following requirements:

Selection Process:
An EOI Review Committee will evaluate applications based on:
- Eligibility compliance
- Past performance & operational capacity
- Alignment with ToGETHER 2.0 objectives
- Due diligence & physical verification (for shortlisted organizations)
Submission Guidelines:
All interested organizations must submit EOIs electronically via email [email protected]. Required documents may be uploaded using google Drive or WeTransfer, with the download link shared in the email.
