SCOPE OF WORK – Project Engineer WASH and CPI (Design & Estimation)

 

Project Background

As part of the post 2022 floods recovery in Sindh, Sindh People’s Housing for Flood Affectees (SPHF), is leading a resilient housing reconstruction program for 2.1 million households and carries a vision to systematically assess various flood affected settlements in Sindh to develop Climate Resilient Settlement Development Plan (CRSDP). This process is crucial for setting up, upgrading, and sustaining essential community infrastructures to improve access to basic public services. These plans would also help carry out the land entitlement process to vulnerable communities in Sindh.

Assessment teams will work extensively in the communities for the collection of data from households and other stakeholders. In this context, the role of an Admin and Logistics Officer is critical in ensuring the efficient execution of this short-term assignment, directly contributing to the success of this transformative initiative

 

Objectives:

The Project Engineer WASH and Community Physical Infrastructures (Design & Estimation) will be responsible for overseeing various technical aspects of projects, including technical solutions, designs, drawings and cost estimation using AutoCAD or relevant software of WASH and Community Physical Infrastructures in line with the technical standards and established codes.

 

Key Role & Responsibilities:

 

  • Develop the Designs and Bill of Quantities (BOQs) of the proposed infrastructure schemes with effective analysis and research to estimate project costs accurately.
  • Collaborate with different stakeholders to gather necessary information for cost estimation of the infrastructure schemes.
  • Coordinate with other team members, including engineers, and data collectors, to integrate their inputs into drawings and maps.
  • Explore cost-effective alternatives to expensive materials or methods while maintaining design quality and safety. Identify potential risks and issues and propose mitigation strategies.
  • Prepare detailed cost breakdowns, considering materials, labor, equipment, and other relevant expenses
  • Ensure that the design and BOQs comply with national or local building codes, regulations, and safety standards.
  • Provide regular updates on cost estimates to project management and stakeholders.
  • Utilize AutoCAD or other relevant software to develop detailed Designs, drawings and maps based on project specifications.
  • Organize regular design review meetings with the design team and stakeholders to address and resolve any discrepancies between design drawings, BOQs, and construction requirements.
  • Strong proficiency in Excel, especially for creating cost spreadsheets, BOQs, tracking project data, and performing data analysis.
  • Ensure the project documentation and reporting and all design documentation and BOQs are handed over to the Program Manager and other team members in a complete and organized manner

 

Deliverables

a)      Attend the orientation session prior to the field work.

b)     Accurate and detailed Designs, cost estimates BOQs reflecting risk mitigations for proposed features/community infrastructures.

c)      Technical drawings and maps meeting project requirements and standards.

d)     Regular updates and reports on project progress and costs.

e)     Effective collaboration with project team members and stakeholders.

f)       Timely resolution of technical issues and challenges

 

Payment Terms:

The Project Engineer WASH and Community Physical Infrastructures (Design & Estimation) will be given a lump sum daily allowance of PKR:5500/- (four thousand and five hundred rupees, inclusive of communication allowance) per day including the day of training.

 

Reporting relationships

The Project Engineer (Design & BOQs) will be in contact with Project Manager directly who will lead and supervise the activity and will also have working relationships with the Cluster Managers, Technical Advisor/MEAL Officer or any other responsible field staff. During the assignment, the organization will provide transport to/from field.

Duration of contract

The contract duration for the assignment will be 3 to 6 months approximately duration may increase or decrease depending upon task completion.

Education

  • Bachelor’s in civil engineering or relevant field with 2-3 years of experience.

 

Equipment Requirements:

At the time of deployment, you should have possession of the laptop with the following specifications.

-        HP/Dell Generation i7,8th Generation, (RAM 16-GB (DDR4) SSD 256 GB).

-        Battery Backup at least 2 hours, on multimedia 4 hours on standby).

-        Display (at least 14” full HD Display (1920x1080).

 

Required Skills:

  • Previous experience in preparing Designs, cost estimates, drawings and technical designs.
  • Have working knowledge of Microsoft Office and AutoCAD.
  • Skills in QGIS is a plus
  • Must have in-depth questioning, active listening, reporting skills and communicate complex design concepts, BOQ details, and project requirements to various stakeholders.
  • Must be able to follow and carry out instructions given by supervisors and willing to learn from others’ guidance.
  • Strong analytical and problem-solving skills to handle design issues, discrepancies in BOQs, and unforeseen challenges that may arise during the project lifecycle.
  • Hands-on experience in preparing BOQs, cost estimates, and managing design documents for large-scale construction projects (commercial, residential, industrial, etc.).
