Position Objectives:

Leading the RFL program in the National Head Quarter of PRCS. The Deputy Director-RFL will supervise RFL staff at NHQ and provide technical supervision to RFL staff at PHQs. She/He will ensure the implementation of RFL activities adheres to the FL Network’s standard procedures and working modalities. The position reports to the Director Operations, based in the Pakistan Red Crescent Society (PRCS) National Headquarters in Islamabad.

Duties and Responsibilities

  • Participate, Prepare, and finalize RFL Annual Plans, (Logical Framework Matrix, Plan of Action, and Budget during the annual planning process) in line with the framework of global RFL Strategy (2020-2023) and Movement’s RFL Code of Conduct on Data Protection.
  • Participate actively in case of any Disaster or Armed conflict within the territorial boundaries of Pakistan, conducting Rapid Assessment, Detailed Assessment, preparation of EPOA & Deployment of RFL Team in the field to respond to the RFL Needs/ Response during and after the Disaster/ Emergencies.
  • Close coordination with the provincial RFL managers for the implementation of the program
  • Plan, organize, and conduct detention visits as and when needed. Maintain close coordination with prison authorities, (Home departments, Federal review board, MoI, MoFA, and other stakeholders), draft detention visit reports, and any other communication with concerned stakeholders.
  • Liaise and closely coordinate with movement partners and represent the RFL program at national and regional meetings (working groups, webinars, meetings, and discussions) as and when needed.
  • Plan and overview the implementation of the RFL program at the country level, ensuring smooth operation at the national and provincial levels.
  • Plan, organize, and conduct RFL Capacity Building Trainings/ Workshops for the Organization's Staff, RFL Staff and RFL Volunteers all over the Country.
  • Maintaining close cooperation with the donors and regular collaboration with the ICRC Protection of Family Links unit for the implementation of program activities.
  • Development of RFL Guidelines/ Manual, Development SOPs and RFL Response mechanism for Disasters and emergencies.
  • Plan, Organize, and Conduct RFL Program Quarterly planning and review meetings at the National Level.
  • Producing regular timely and accurate reports (Quarterly & Annual Reports) for evaluation of program achievements and progress.
  • Liaison and networking, with Government, Non-Governmental Organizations, Policy People, and INGOs for implementation of Project activities.
  • Any other duty assigned by the Senior Management.

Minimum required knowledge & experience:

  • Minimum 7 Years of working experience in handling related program project management & technical skills on the development of SoPs, guidelines, etc.
  • 16 Years education Social Sciences (Sociology, Psychology, Anthropology, Social Work, International Relations, and Law)
  • Excellent computer skills, inclusive of Office Suite tools (excel, words, PowerPoint)

  • Fluency in spoken and written English
  • Capacities of self-training and integration of new tools and methodologies 

Travelling

Flexibility to travel to the field to conduct monitoring and support visit to field staff and delivery of services.

Age Limit

Maximum age limits up to 50 years.
