Terms of Reference: Pakistani Technical Specialists for Child Protection Social Service Workforce Training
Background
Child Frontiers, in collaboration with UNICEF Pakistan, is undertaking a comprehensive initiative to strengthen the social welfare service workforce across all of Pakistan's provinces and territories. As part of this project, we are seeking four Pakistani technical specialists with expertise in child protection, justice, health, and education to support the design and delivery of training for the social service workforce.
Objective
The technical specialists will contribute their subject matter expertise to ensure that the training materials and delivery are contextually appropriate, comprehensive, and aligned with the needs of the Pakistani social service workforce across various sectors.
Key Responsibilities
The technical specialists will:
1. Review and provide input on the training needs assessment findings relevant to their respective sectors.
2. Collaborate with the Child Frontiers team to adapt existing training materials, ensuring they are tailored to the Pakistani context and incorporate sector-specific knowledge.
3. Contribute to the development of new training modules as needed, focusing on inter-sectoral collaboration and integrated approaches to child protection.
4. Participate in the training of trainers (ToT) sessions as required, providing sector-specific insights and practical examples.
5. Co-facilitate training sessions during the first round of implementation, supporting the master trainers in delivering high-quality, sector-relevant content.
6. Provide ongoing technical support and mentoring to master trainers throughout the training process.
7. Assist in the evaluation and review of training effectiveness, offering recommendations for improvements based on sector-specific considerations.
8. Contribute to the development of strategies for sustainable capacity building within their respective sectors.
Qualifications and Experience
Child Protection Specialist
- Advanced degree in social work, child protection, or a related field
- Minimum 8 years of experience in child protection in Pakistan
- In-depth knowledge of Pakistan's child protection system and policies
Justice Specialist
- Law degree with specialization in child rights or juvenile justice
- Minimum 8 years of experience in the justice sector, with focus on children's issues
- Thorough understanding of Pakistan's legal framework related to child protection
Health Specialist
- Medical degree or advanced degree in public health
- Minimum 8 years of experience in the health sector, with focus on child health and protection
- Expertise in the intersection of health and child protection in Pakistan
Education Specialist
- Advanced degree in education or a related field
- Minimum 8 years of experience in the education sector in Pakistan
- Strong understanding of child protection issues within the education system
Common Requirements for All Specialists
- Demonstrated experience in developing and delivering training programs.
- Excellent communication and facilitation skills.
- Proficiency in relevant local languages and English.
- Strong understanding of inter-sectoral approaches to child protection.
- Familiarity with adult learning principles and participatory training methodologies.
Reporting
The technical specialists will report to the Child Frontiers national team coordinator and work closely with the national training teams and other project stakeholders.
Duration
The engagement is expected to last for the duration of the project (January 2025-December 2026), with intensive involvement during the training material adaptation and initial training phases, followed by ongoing support and mentoring.
