CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:
The MEAL & MIS Coordinator will lead the design and implementation of the MEAL and MIS system across Save the Children’s (SC’s) programming in Pakistan. The post holder will ensure all organizational MEAL and MIS commitments and priorities are integrated across SC’s programming, especially Country Strategic Plan (CSP) milestones, Program KPIs, and other program quality measures. S/he will promote a culture of learning and accountability in SC and partner-led programming.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:
Reports to: Sr. Manager PQEI and NBD
Coordinate with: Project-based MEAL staff.

KEY AREAS OF ACCOUNTABILITY :
Ensure they fully understand the provisions of the Child Safeguarding Policy, the Code of Conduct and Local/Country Procedures.
Conduct themselves in accordance with the rules of the Child Safeguarding Policy, in their personal and professional lives – which includes reporting suspicions of child abuse.
MEAL & MIS System
- Lead the design and implementation of MEAL and MIS systems, tools, and processes in SCI and partner-led programs.
- Engage with programme and partner teams, to ensure that the MEAL and MIS systems are understood and integrated across the implementation cycle.
- Support data collection across programmes, sectors, and units of the country office and consolidate information in the form of CSP milestones monitoring, total reach reporting as well as Program KPIs (particularly quality benchmark and accountability).
- Monitor and follow up with program/project MEAL and programme staff, and government counterparts to ensure timely reporting, undertake data quality, and assessments, and facilitate the documentation of lessons learned.
- Lead on the design and implementation of contextually appropriate process monitoring and accountability mechanisms (including regular monitoring using quality benchmarks, data quality assessments and community feedback response mechanisms).
- Provide support for compiling and analysis of SCI global reporting such as programme KPI reports, country strategis plan milestone reviews, and total reach. Analyse and share key findigns with SMT to inform project design, planning, implementation.
- Facilitate technical capacity building of SCI and partners designated staff and project teams and Government partners on MEAL.
- Undertake frequent field visits for quality assurance monitoring, data quality assessments, and collecting communities feedbacks about SCI programming.
- Support the program design and fundraising efforts, including log frame development, drafting narrative MEAL sections, budgeting for MEAL activities, and ensure that MEAL is an integral part of program design.
Management Reporting
- Develop a system for data management and reporting for CSP milestones and outputs.
- Develop and maintain Indicator Performance Tracking Tables (IPTTS) for all projects.
- Map out programme and project indicators with CSP milestones and outputs to report annual and quarterly progress and achievements.
- Consolidate project progress and total reach for country annual report and donor reports.
- Responsible to coordinate with partners for the implementation of data tools and collection of information.
- Regularly analyse program and MEAL data (Action Plan Tracker and Feedback and Complaint Databases) and share it with management and program teams at various levels;
Operational Support
- Participate in meetings and provide updates on Program quality.
- Ensure that Program KPIs, CSP and MEAL data analysis are regularly shared with SMT and stakeholders for informed decision making.
Relationships
- Establish and maintain excellent working relationships and coordination with the various thematic teams and units of SCI Pakistan country office, and partner teams.
Perform other tasks as assigned by the supervisor.

QUALIFICATIONS
- A Bachelor (Master preferred) Degree in computer science, public health, education, economics or a related field.

EXPERIENCE AND SKILLS
Essential (must have)
- At least 5 years of MEAL realted experience in an iNGO environment
- Excellent understanding of different components of MEAL and MIS systems
- Excellent computer skills, profieincy in microsoft office aplications (particularly excel), and data collection such as Kobo and analysis statistical software like STATA/SPSS/EPI.
- Strong oral and written communication skills.
- A good command on English language skills of reading, writing, and speaking as well as strong presentation skills;
- Flexible to travel to SCI intervention areas
Desireable (people with these skills/experience will be more advantage)
- Knowledge of quantitative research methods, sampling techniques, data analysis and interpretation, and applied knowledge of qualitative research methodologies.
- Experience in developing study design and methodology including sampling procedures, assisting with implementation, analysis, and write-up to inform policy is preferred;
- Experience with GIS mapping and infographics and other data visualization software such as Tableau and Power BI preferred;
