ROLE PURPOSE:
Provide high quality technical guidance and support to design of climate change programs and manage integrated climate and environment programs for the Pakistan country office.
The Climate Change Advisor (CCA) will provide high-quality technical backstopping to partners and ensure program objectives are successfully achieved. This includes frequent field visits to support partner staff capacity building and sustained implementation. The CCA will facilitate development of the Pakistan Country Office strategies on Climate Change, ensuring integration with global climate change goals/strategic initiatives (2025-2027) and will work closely with other sectors like health, nutrition, WASH and Shelter, food security and livelihoods (FSL), Education and protection to combat climate change in an integrated way.
The CCA will also collaborate closely with the advocacy team and co-represent Save the Children in national forums and Ministries like Ministry of Climate Change.

KEY AREAS OF ACCOUNTABILITY:
The role holder will be the key focal point for project managers, operational team and partners for quality aspects of program implementation and will:
Technical Oversight and Backstopping:
- Develop project scoping documents, outlining high-quality design aspects of Climate Change related project interventions.
- Provide technical backstopping and support for the implementation of on-ground Climate Change projects, ensuring that the project's objectives and deliverables are achieved in line with Quality Benchmarks.
- Provide technical support for defining Standard Operating Procedures for program interventions, vulnerability criteria for beneficiaries’ assessment and selection and ToRs for program studies and evaluations.
- Develop and oversee a strategy for the continued growth of Climate Change programming in Pakistan, focused on developing and acquiring potential environment and Climate change projects and funds (including GCF).
- Mainstream Climate Change risks informed and resilience programming across the country strategy and in sectoral projects.
- Act as focal point for Climate Change and support MoCC and relevant ministries/other relevant stakeholders with high-quality and policy-relevant inputs.
- Participate in SCI related activities such as SCI’s Climate and Environmental Sustainability Working Group. Screen and, with support from ACCM, approve media products and outreach activities on climate change.
- Participate in technical dialogue, common strategic visioning (per SC’s climate crosscutter strategy areas [2025-2027]), mainstreaming, programming and other collaborative activities with SC global teams.
- Develop and contribute quality thematic write ups for the proposals, including Log frames and Budgets, inclusion of best & common approaches
- Support/ lead the implementation of thematic projects
- Collaboration with Relevant ministries, working group, task force, donor groups, and others relevant stakeholders by establishing MOUs
- Accountable for the thematic activities and shared responsibility with Budget Holders during the BVA meetings.
- Shared responsibility for budget phasing, forecasting and Master budget planning along with Budget Holder, awards, and finance team.
- Accountability for thematic implementation through partners
Fundraising, reporting and Stakeholder engagement
- Develop close working relationships with key public/private donors.
- Together with the New Business Development (NBD) team, develop a fund-raising strategy, and liaise with national and international donors for support of various Climate Change programs, interventions and activities.
- Donor Mapping and fund raising with respect CSP targets (accountability against funding targets)
- Thematic capacity statements and fund-raising strategy ( identify must wins)
- Accountable for consortiums formation and strategic partnership.
- Co-facilitate meetings with donors, UN agencies, multilateral development banks and co-organize meeting with support from NBD team.
- Co-lead drafting of quality proposals for Climate Change programs.
- Together with NBD team, build and expand SC Pakistan’s Climate Change portfolio.
- Provide technical input and support to interim and final donor reports where appropriate.
- Provide technical input during donor meetings and coordinate donor visits to the field to ensure project alignment with donor expectations and funding requirements.
Monitoring & Evaluation (MEAL):
- Work with the M&E team to ensure effective tracking of project outcomes, ensuring collection of accurate data and analysis.
- Together with MEAL team, provide technical guidance on monitoring mechanisms to ensure projects meet their objectives and key performance indicators.
- With support of MEAL team, ensure quality benchmarks for project interventions are defined at project design stage and adhered during the entire implementation cycle of project interventions.
- Conduct regular field visits to assess project implementation, identify issues, and recommend solutions.
Capacity Building & Training:
- Lead the capacity assessment and trainings, leading on training material development,
- Design, adapt, and oversee the development of training and communication materials for program activities.
- Provide technical training to project teams and local partners to build their capacity for high-quality project delivery.
- Facilitate workshops and training sessions to strengthen field staff skills, particularly in areas related to technical aspects of the project.
Risk Management & Problem Solving:
- Develop mitigation strategies, including on environmental & social management, and provide solutions to any technical challenges or problems encountered during project implementation.
Reporting & Documentation:
- Prepare regular progress reports for internal and external stakeholders, including donors, senior management, and government authorities.
- Document best practices, lessons learned, and technical innovations for internal knowledge sharing and reporting.
- Accountable for conducting assessments, mid-term and final project evaluations, lead in writing donor progress & project completions reports.
Other Responsibilities:
- Perform other and relevant responsibilities assigned by the Sr. Manager PQEI and NBD.

QUALIFICATIONS
- Degree/specialization in Climate Change, Environmental Studies, relevant social sciences or any related qualification. Advanced degree in a relevant subject preferred.

EXPERIENCE AND SKILLS
- At least 7 years’ experience in climate change adaptation and mitigation program or project management.
- Experience of working with Govt., communities, INGOs, NGOs and/or donor agencies.
- Strong understanding of relevant ministry and structure of line departments.
- Excellent management and communications skills.
- Ability to establish partnerships and networks.
- Ability to write clear and concise reports.
- Ability to work independently to a high professional standard.
- Sensitive to the cultural & political environment.
- Fluent spoken & written English language; working knowledge of other relevant languages spoken in Pakistan will be considered an asset.
