CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

This role combines technical leadership and implementation for Child Protection (CP), Child Rights Governance (CRG), Gender Equality & Social Justice (GESJ) and MHPSS in Pakistan. The advisor will use contextual understanding, technical expertise, and relationship-building skills to deliver high-quality, integrated programmes. The focus will include advancing gender equality, addressing violence and discrimination, promoting child rights, and ensuring equitable outcomes for children, especially the most marginalized.

The role supports advocacy, strategic partnerships, capacity building, and organizational learning while fostering collaboration with government, partners, and local organizations. It includes responsibilities for both development and humanitarian contexts.

The role holder is responsible for Donor Mapping and fund raising with respect CSP targets (accountability against funding targets).

Role Dimensions: Technical Oversight and backstopping, implementation and Capacity Building

KEY AREAS OF ACCOUNTABILITY:

The TE CP, Gender and MHPSS has the following responsibilities:

Technical Leadership

  • Provide strategic leadership for CP, CRG, Gender and MHPSS, ensuring alignment with Save the Children’s global and national priorities.
  • Lead the development of gender equality action plans and CP/CRG strategies, grounded in child rights programming and gender-transformative approaches.
  • Build capacity of staff and partners in CP/CRG and GESJ technical approaches, tools, and practices.

Technical Oversight and Backstopping:

The role holder will be the key focal point for project managers, operational team and partners for quality aspects of program Implementation and will:

  • Support/ lead the implementation of thematic projects 
  • Be responsible to provide project scoping document outlining design aspects of project interventions.
  • Provide technical backstopping and support for the implementation of on-ground projects, ensuring that the project's objectives and deliverables are achieved in line with Quality Benchmarks.
  • Provide technical support for defining SoPs for program interventions, vulnerability criteria for beneficiaries’ assessment and selection and ToRs for program studies and evaluations.

Program Design & Quality

  • Lead the planning, design, and proposal writing for integrated programs and also lso for potentially standalone initiatives in CP, CRG or MHPSS, ensuring alignment with global best practices.
  • Develop and contribute quality thematic write ups for the proposals, including Log frames and Budgets, inclusion of best & common approaches
  • Develop and ensure thematic quality benchmarks, spot checks, and led the improvement plans with the partners
  • Incorporate gender equality, disability, resilience, and social justice considerations into program design and implementation.
  • Ensure technical soundness and alignment with Save the Children’s Common Approaches, focusing on sustainability and scalability.
  • Support MEAL teams to conduct gender and power analyses, and implement participatory, child-friendly methodologies.

Monitoring & Evaluation (M&E):

  • Accountable for conducting assessments, mid term and final project evaluations,
  • Work with the M&E team to ensure effective tracking of project outcomes, ensuring the collection of accurate data and its proper analysis.
  • Provide technical guidance on monitoring mechanisms to ensure that projects meet their objectives and KPIs.
  • Ensure that quality benchmarks for project interventions are defined at project design stages and adhered during the entire implementation cycle of project interventions.
  • Conduct regular field visits to assess project implementation, identify issues, and recommend solutions.

Business Development & Funding

  • Donor Mapping and fund raising with respect CSP targets (accountability against funding targets)
  • Thematic capacity statements and fund-raising strategy (identify must wins)
  • Collaborate with new business development teams to identify and pursue funding opportunities for CP/CRG, GESJ and MHPSS programs.
  • Develop tools and guidance to integrate GESJ into funding applications and throughout the programme cycle

Advocacy & External Engagement

  • Represent Save the Children in national technical coordination bodies, including child protection clusters and gender equality forums.
  • Strengthen civil society engagement in policy processes, ensuring the voices of children are equitably heard.
  • Build partnerships with women’s rights and gender-focused organizations to promote local ownership and agency.
  • Accountable for consortiums formation and strategic partnership.
  • Collaboration with Relevant ministries, working group, task force, donor groups, and others relevant stakeholders by establishing MOUs 

Capacity Building & Training

  • Lead the capacity assessment and trainings, leading on training material development
  • Design, adapt, and oversee the development of training and communication materials for program activities.
  • Provide technical training to project teams and local partners to build their capacity for high-quality project delivery.
  • Facilitate workshops and training sessions to strengthen field staff skills, particularly in areas related to technical aspects of the project.
  • Support localization agenda, by on-site support to partners in the field.

Humanitarian Support

  • Support emergency preparedness planning, gender and disability analyses, and the design of emergency response programs.
  • Ensure alignment between humanitarian child protection teams and program design.

Stakeholder Engagement:

  • Technical working group representation.
  • Provide technical input during donor meetings and donor visits to the field to ensure project alignment with donor expectations and funding requirements.

Risk Management & Problem Solving:

  • Develop mitigation strategies and provide solutions to any technical challenges or problems encountered during project implementation.

Reporting & Documentation:

  • lead in writing donor progress & project completions reports. 
  • Prepare regular progress reports for internal and external stakeholders, including donors, senior management, and government authorities.
  • Document best practices, lessons learned, and technical innovations for internal knowledge sharing and reporting.

Other Responsibilities:

  • Accountable for the thematic activities and shared responsibility with Budget Holders during the BVA meetings.
  • Shared responsibility for budget phasing, forecasting and Master budget planning along with Budget Holder, awards, and finance team.
  • Perform other and relevant responsibilities assigned by the Sr. Manager PQEI and NBD.

QUALIFICATIONS 

  • Master’s degree in social work, Child Protection, Women and Gender Studies with focus on gender equality in international development, public health, sociology, anthropology or related area, or equivalent experience or related field, or equivalent experience

EXPERIENCE AND SKILLS

  • Master’s degree in Social Work, Gender Studies, Public Health, or related field.
  • 7 years of experience in CP/CRG and gender-transformative programming in development and humanitarian contexts.
  • Proven experience in programme design, monitoring, and evaluation, including intersectional gender and power analyses.
  • Demonstrated expertise in addressing harmful gender norms, preventing gender-based violence, and empowering children and communities.
  • Strong knowledge of child protection systems, case management, and integration with education and other sectors.
  • Excellent written and verbal communication skills in English; knowledge of local languages is an asset.
  • Commitment to child rights, gender equality, and fostering inclusive environments.

Desirable

  • Experience in business development with institutional donors (e.g., USAID, FCDO, EU).
  • Familiarity with Save the Children’s tools, approaches, and frameworks.
  • Knowledge of Pakistan’s social, political, and economic context, particularly in remote and rural areas..
