Overview:
Jhpiego is an international non-profit health organization affiliated with The Johns Hopkins University, USA. For more than 50 years and in over 150 countries, Jhpiego has worked to prevent the needless deaths of women and their families. Jhpiego is dedicated to improving the health of women and families in developing countries.
Jhpiego is supporting the Government of Pakistan in the introduction of the HPV vaccine, with technical assistance provided under Gavi funding. A critical component of this initiative is developing a sustainable and well-integrated plan for HPV vaccine incorporation into Pakistan’s routine immunization system.
Jhpiego is hiring a highly experienced consultant to lead the development of a comprehensive HPV vaccine integration plan, leveraging global best practices and local insights from stakeholders, including FDI, provincial EPI teams, and frontline healthcare workers.
Purpose:
The consultant will develop a draft HPV vaccine integration plan that outlines key operational strategies, workforce capacity-building needs, logistical considerations, and data-driven refinements for sustainable HPV vaccine delivery post-campaign.
Specific Objectives:
- Conduct a situational analysis of existing routine immunization structures to assess feasibility, challenges, and potential strategies for HPV vaccine integration.
- Review and synthesize international best practices on HPV vaccine integration into routine immunization.
- Develop an evidence-based, adaptable, and cost-effective HPV vaccine integration plan informed by international best practices and Pakistan’s immunization context.
- Facilitate consultations with national and provincial stakeholders to align the integration plan with operational realities and policy frameworks.
- Provide recommendations for healthcare worker training, microplanning, and community engagement to enhance vaccine uptake and sustainability.
- Establish an M&E framework for tracking the effectiveness of HPV vaccine integration into routine immunization.
Scope of Work:

Desk Review and Situation Analysis:
- Analyze Pakistan’s immunization program structure, existing HPV vaccine introduction efforts, and routine immunization policies.
- Review lessons from other countries’ HPV vaccine integration strategies.
- Identify key enablers and barriers for routine HPV immunization in Pakistan.
2. Stakeholder Engagement and Consultation:
- Conduct consultative meetings with federal and provincial stakeholders, including immunization program managers, technical experts, and frontline health workers.
- Synthesize feedback into actionable recommendations for HPV vaccine integration.
3. Development of the Draft Integration Plan:
- Design a structured, phased approach to integrating HPV vaccination into routine immunization.
- Develop operational guidelines covering vaccine supply chain, microplanning, and service delivery.
- Provide recommendations on financing, policy adaptation, and health workforce capacity building.
4. Presentation and Iterative Refinement:
- Present the initial draft to key stakeholders for validation and feedback.
- Incorporate feedback and refine the plan ahead of its presentation at the Phase 1 MAC in Q3 2025.

- Preliminary M&E framework for HPV vaccine integration, including key indicators, data collection tools, and reporting mechanisms.

Selection Criteria:
- Advanced degree (MPH, MBA, MD, or equivalent) in Public Health, Health Systems, or a related field.
- Minimum 10 years of experience in immunization program planning, health policy development, or vaccine integration.
- Proven track record in developing vaccine integration strategies for WHO, Gavi, UNICEF, or similar organizations.
- Extensive experience engaging with government, donor agencies, and immunization stakeholders.
- Strong analytical and writing skills, with demonstrated ability to synthesize technical information into practical implementation strategies.
- Familiarity with Pakistan’s immunization landscape, policy frameworks, and operational challenges.
Assignment Period:
This deliverable-based assignment will span five months from April 1, 2025 – August 31, 2025.
Level of Efforts (LOE):
Total 60 working days over 5 months as per following;
- 40 days in-office or field-based engagements for stakeholder meetings, consultations, and coordination.
- 20 days remote work for analysis, documentation, and report writing.
Reporting Line:
The consultant will report to Jhpiego’s Technical Advisor, working closely with the Federal Directorate of Immunization, provincial EPI teams, and Jhpiego’s technical staff.
