Terms of Reference (TOR) for Community Activist (Aapi & Rahbar)

Project Title: Pilot Project on Community-Centric Enterprise Approach to Waste Management and Piloting the Circular Economy in Sahiwal, Pakistan 

Position: Field Representative 

Location: Sahiwal, Pakistan 

Duration: Apr to Dec 2025 

Reporting to: Field Supervisor 

1. Background 

Akhter Hameed Khan Foundation (AHKF) is a non-profit organization registered with SECP under the company ordinance of the Government of Pakistan. The foundation is implementing the "Pilot Project on Community-Centric Enterprise Approach to Waste Management and Piloting the Circular Economy in Sahiwal, Pakistan." This project aims to transform Sahiwal into a model for sustainable, circular economy practices by integrating community engagement and local entrepreneurs in solid waste management solutions. 

2. Objectives of the Position 

The Community Activist will be responsible for mobilizing the community, conducting door-to-door visits, collecting data, forming waste management groups, identifying scavengers, waste collectors, and Kabaria, community counseling and educating the families, and conducting sessions with communities on waste management, waste segregation and waste reduction at the household level. 

3. Key Responsibilities 

  • Community Mobilization: 
  • Engage and mobilize community members, including women and men, to participate in waste management activities. 
  • Conduct awareness campaigns and educational sessions on waste segregation, recycling, and the benefits of a circular economy. 
  • Door-to-Door Visits: 
  • Conduct door-to-door visits to educate households on waste management practices. 
  • Provide information and guidance on waste segregation and reduction at the household level. 
  • Data Collection: 
  • Collect and compile data on waste generation, disposal practices, and community participation. 
  • Maintain accurate records of field activities and community interactions. 
  • Waste Management Group Formation: 
  • Facilitate the formation of waste management groups within the community. 
  • Identify and organize scavengers, waste collectors, and Kabaria into structured groups. 
  • Coordination with Community-Enterprise Company: 
  • Facilitate communication and coordination between the project team and the community-enterprise company. 
  • Assist in the organization and execution of community engagement activities. 
  • Support the community-enterprise company in implementing waste management practices. 
  • Counseling and Education of Families: 
  • Provide counseling and education to families on the importance of waste management and environmental sustainability. 
  • Address any concerns or questions from community members regarding waste management practices. 
  • Sessions with Communities: 
  • Organize and conduct sessions with communities, especially with women and men, on waste management and waste segregation. 
  • Promote the benefits of waste reduction and recycling at the household level. 

4. Qualifications and Experience 

  • Mature with minimum matric or have some related field experience. Preferably local from the same Mohala/area 
  • Experience in community engagement, fieldwork, or project coordination. 
  • Strong understanding of waste management practices and circular economy principles. 
  • Excellent communication and interpersonal skills. 
  • Ability to work independently and as part of a team. 
  • Proficiency in local languages and familiarity with the Sahiwal region is an advantage. 

5. Skills and Competencies 

  • Strong organizational and time management skills. 
  • Ability to handle multiple tasks and prioritize effectively. 
  • Problem-solving skills and ability to adapt to changing circumstances. 
  • Experience in data collection and reporting. 

7. Preference:
Candidates residing in Sahiwal or with a strong understanding of the local context will be given preference.
