The U.S. Mission in Pakistan is seeking eligible and qualified applicants for the Data Analyst (Data Scientist) in Diplomatic Technology Office in Islamabad.

Basic Function of the Position 

The Data Scientist position collects, cleans, assesses, analyzes, visualizes, models, and interprets large, complex data sets such as climate, demographic, embassy utility usage, economic, education, embassy programmatic data, security related datasets, community health, etc. using statistical software, databases, and business intelligence tools. Works alongside leadership to identify and refine data requirements, recommends technical and analytical solutions that meet requirements for decision-making and/or end-use, translate mission or business requirements into technical development tasks, and set standards for measuring ultimate success for analytics products or data analyses. The job holder work will help enable data-informed decision-making across the Department and at U.S. Missions overseas.

Qualification Requirements:

EXPERIENCE:  Minimum three (3) years of experience in data analytics, handling large and complex data sets and relational databases, monitoring, reporting, and tracking performance using data visualization tools is required.

EDUCATION: University degree (16 years) of education in Data Science, Computer Science, Statistics, Mathematics, or Engineering is required. 

Job Knowledge: The incumbent should have good understanding of data processing, data mining and analytics tools to examine broad aspects of Management Operations. Understanding of host government procedures and practices as it relates to data analytics and global security. Knowledge of mathematics, statistics, and programming is required. The incumbent should have advanced knowledge, exceptional technical skills, and a thorough understanding of preventive maintenance techniques and practices, and the use of Key Performance Indicators (KPIs) in managing an effective preventive maintenance program and reporting on sustainment management. Should have a comprehensive knowledge of administrative support services to provide detailed and satisfactory services to customers.

Language:  Fluent (Reading/Writing/Speaking) in English and Urdu is required. English language skills may be tested.

Skills And Abilities: The incumbent should be able to gather and analyze data relevant to specific issues, formulate conclusions, and make recommendations for action. Should have excellent interpersonal, briefing, and writing skills and should be proficient in the Microsoft Office Suite, SharePoint and other general software applications. Uses data analysis, processing, visualization, and other software tools (e.g., but not limited to Python, R, SQL, Power BI, Tableau, Excel, ArcGIS). Incumbent should have knowledge of AI or Natural Language Processing and/or Machine Learning. Should have ability to consult and explain technologies to non-technical users and ability to take initiative to troubleshoot, diagnose, and resolve general software application problems. Incumbent should be able to self-teach new technologies, modify existing processes and procedures, and utilize good communication skills to articulate user needs and system requirements. Skills and abilities may be tested.
