Background:
A project in Swat District, KP, aims to address the root causes of violent extremism by promoting social cohesion, empowering youth and vulnerable groups, and creating sustainable pathways for peace and stability in the region through social entrepreneurship
Job Purpose:
The M&E Officer will be responsible for developing, implementing, and maintaining a Monitoring, and Evaluationsystemfor the “Partnerships for Change” project. This role will involvemonitoring, collecting, analyzing, and reporting data that tracks project outcomes, supports decision-making, analyses risks to provide mitigations, and informs future program planning. The M&E Officer will ensure that all project activities are evaluated for their effectiveness in building resilience, reducing vulnerabilities to extremism, and enhancing social cohesion within Swat’s communities.
Key Responsibilities:

Monitoring and Evaluation System Development:

Design an M&E framework for tracking project indicators, outputs, outcomes, and impacts.

Develop relevant M&E tools in English/Urdu/Pushto including surveys, questionnaires, and feedback forms, SNAs, baselines, endlines ensuring they are aligned with project objectives.

Ensure data collection methods are efficient, accurate, and adapted to local conditions and community needs.

Data Collection, Management, and Analysis:

Conduct regular data collection, both qualitative and quantitative, from project activities such as training sessions, community events, and Social Lab evaluations.

Maintain a secure and organized database to store and manage all collected data.

Analyze data to generate insights on the project’s effectiveness, identifying trends, challenges, and areas for improvement.

Field Visits and Observation:

Conduct periodic site visits to observe project implementation, quality assurance, verify data accuracy, and support the field team in M&E processes.

Document on-the-ground progress and challenges, collaborating with community mobilizers and trainers to assess participant engagement and project impact.

4. Reporting and Documentation:

Prepare monthly, quarterly, and final M&E reports for internal and donor audiences, summarizing progress toward objectives and highlighting key findings.

Contribute to comprehensive final project reports, documenting lessons learned, successes, challenges, and recommendations.

Collaborate with the communications team to share project achievements and impact stories based on M&E data.

5. Training and Capacity Building:

Train and guide project staff, community mobilizers, and field teams in data collection and reporting processes.

Facilitate workshops on M&E practices, promoting consistent and high-quality data collection.

Feedback Mechanisms and Continuous Improvement:

Establish and maintain feedback mechanisms to gather community insights and participant feedback.

Adjust M&E methods as needed based on feedback and project developments, ensuring continuous alignment with project goals.

Risk Assessment and Mitigation:

Identify potential risks affecting project outcomes and suggest mitigation strategies to project leadership.

Collaborate with the project team to address any deviations from project plans or targets, implementing corrective actions as needed.

Ability to interpret complex data, extract key insights, and translate them into actionable recommendations.

Strong report-writing skills, with the ability to present data and insights clearly for different audiences.

Willingness to conduct field visits in Swat District, interacting with diverse community members and ensuring data accuracy on-site.

Flexibility to adapt M&E processes to local contexts, understanding community needs, and responding to real-time challenges.

Able to prioritize tasks effectively, manage multiple data streams, and meet reporting deadlines.

Skilled in organizing data collection schedules and coordinating with other project staff for efficient monitoring.

Experience in training and guiding field teams in data collection, ensuring high-quality standards.

Patience and clarity in providing support to non-technical staff in understanding M&E requirements.
Qualifications and Experience:

Education: bachelor’s degree in social sciences, Development Studies, Statistics, or a related field.
-
Experience: At least 3 years of experience in M&E roles within community development, peacebuilding, or social impact projects.

Proven track record of managing projects funded by international donors (e.g., UN, EU, etc.).

Knowledge of digital tools and Project Management software is an asset

Language Proficiency: Fluency in English, Urdu (both written and spoken) and Pushto is essential.
