SCOPE OF WORK

 

Project Background:

The Poverty Alleviation and Inclusive Development across Rural Sindh (PAIDAR) project, funded by the European Union (EU) and implemented by UNIDO. The project aims to support the Government of Sindh (GoS) in implementing its Poverty Reduction Strategy (PRS). One of the focused areas of PAIDAR is infrastructure improvements in five districts: Sujawal, Thatta, Badin, Tharparkar and Larkana.

 

Catholic Relief Services (CRS) is a United States-based international humanitarian agency working in over 100 countries. CRS’ mission includes saving, protecting, and transforming lives through relief and development efforts across sectors such as emergency response, health, agriculture, education, and more. In Pakistan, CRS has been operational since 1954, with projects focusing on emergency response, food security, education, and disaster risk reduction.

 

Sindh Peoples Housing for Flood Affectees (SPHF), the government entity established to reconstruct 2.1 million houses in Sindh, has collaborated with the PAIDAR programme to support the targeted improvements of basic infrastructure in pre-identified villages within selected districts of Sindh province, for four districts Sujawal, Thatta, Badin, and Tharparkar.  SPHF (with technical assistance of CRS) is developing Climate Resilient Settlement Development Plan (CRSDP) for PAIDAR programme in four districts, providing technical assistance for data collection, assessment, and analysis. CRS will engage and hire the required human resources, arrange the administrations, logistics and consultancy services and conduct orientations and trainings for accurate data collection, assessment, and analysis.

 

Objective:

The objective of this consultancy is to support the "The Climate Resilient Settlement Development in Sindh Province. The role of the expert is to support in landscape planning, design visioning, and provide planning solutions to develop essential infrastructure to meet the community's immediate needs and enhance resilience against future disasters. The project encompasses sectors such as access to basic infrastructures and feasibility studies for climate-resilient, green, and innovative solutions to improve post-flood infrastructure and utilities, aiming that flood affected communities having safe, resilient, and dignified living in sustainable settlements.  

The Settlement Planner - 3D Visualizer/Architect will also be responsible for creating detailed 2D and 3D architectural drawings and animated visualization for various village facilities, including houses, roads, pathways, social infrastructure, and other physical infrastructure. The role requires proficiency in AutoCAD, SketchUp, Lumion, and other 3D rendering software to produce high-quality visualizations and designs.

 

 

Roles and Key Responsibilities: 

-        Develop the live sketches of existing socio-cultural-construction components of infrastructures of the settlement integrating community’s perspective.

-        Lead the neighbor-hood design and plan in collaboration with local architecture and technical team

-        Support and guide local architect to draft the designs of infrastructure.

-        Analysis and digitization of the collected data. Preparation of Technical drawings, rendered images and testimonies

-        Support team in 3-D visualization of settlement implementation plan.

-        3-D solutions of entire settlement plan and infrastructure designs.

-        Develop 2D and 3D architectural drawings and models for village-level projects, including residential, social, and physical infrastructure.

-        Create realistic 3D renderings and visualizations using software such as Lumion, SketchUp, and AutoCAD.

-        Collaborate with project engineers and other team members to understand design requirements and project scope.

-        Prepare detailed plans and layouts for roads, pathways, houses, and other community facilities.

-        Ensure that designs meet technical specifications, local regulations, and sustainability standards.

-        Revise designs and models based on feedback from stakeholders, incorporating any necessary adjustments.

-        Conduct site visits and assessments to gather data and understand project needs.

-        Integrate sustainable design principles into architectural plans, ensuring climate resilience and energy efficiency.

-        Maintain an organized library of design files, materials, and software settings for easy reference and reuse.

-        Complete set of design of one settlement for implementation and provide technical support for other 100 settlements planning process.

 

Reporting Relationships:

 

The Settlement Planner - 3D Visualizer/Architect will report directly to the Program Manager and will collaborate closely with other project officers, technical experts, and field teams.

 

Duration of Contract:

Contract duration for the assignment will be approximately 06 months and duration may increase or decrease depending upon the completion of task.

 

Required Competencies, Experience:

-        Proven expertise in designing and implementing waste management systems in rural or resource-constrained environments.

-        Knowledge of circular economy principles and their application in waste management.

-        Familiarity with waste-to-energy technologies and local recycling practices.

-        Strong analytical and problem-solving skills, with a focus on sustainability.

-        Ability to work effectively with diverse community groups and local authorities.

-        Proficiency in project management tools and waste management software.

-        Excellent communication and interpersonal skills to engage local communities and stakeholders.

-        A proactive, results-oriented mindset with attention to detail.

Required Qualifications:

-        Bachelor’s degree in architecture, 3D Design, or a related field.

-        Proficiency in AutoCAD, SketchUp, Lumion, and other relevant 3D rendering and visualization software.

-        Experience in designing residential and community infrastructure, with a focus on rural or village settings.

-        Strong understanding of architectural and engineering principles, including structural design and material specifications.

-        Ability to work collaboratively with cross-functional teams and adapt to project needs.

-        Excellent attention to detail, with a strong visual and aesthetic sense.

-        Good communication skills, with the ability to present design ideas clearly to non-technical stakeholders.

 

Preferred Skills:

-        Experience in using other design software like Revit, Rhino, or 3ds Max.

-        Familiarity with sustainable design practices and green building standards.

-        Knowledge of local building codes and construction practices in rural settings.
