INTRODUCTION

The Fleming Fund (FF) is a U.K. Department of Health and Social Care programme to help low and middle-income countries fight Antimicrobial Resistance (AMR). AMR poses a severe global threat, expected to cause 10 million deaths annually by 2050. With potential costs reaching $100 trillion, its impact on the global economy is significant. Fleming Fund Grants aim to tackle the AMR challenge in developing countries including Pakistan. The grants are funded by the UK Department of Health and Social Care and managed by Mott MacDonald for the country, regional and fellowship grants. Pakistan has received Fleming Fund support since 2019 in the form of two Country Grants, 9 Fellowships, and central and local procurement of equipment, reagents, and consumables. Between 2017 and the end of phase-1 of the program in March 2023, the program has provided financial support to grantees to establish and support local development of national AMR surveillance systems.

In partnership with the Fleming Fund, DAI's programme in Pakistan collaborates with the Pakistani government to strengthen systems using a “One Health” (OH) approach – a multisectoral approach to complex health problems that reaches across human health, animal health, and environment sectors. As global leaders in One Health, the DAI team helps incorporate One Health across programme interventions. DAI is helping Pakistan become a leader in combating antimicrobial resistance, and a model for better management of antimicrobials in human and animal populations. DAI and its consortium partners have successfully secured an additional round, Phase 2, of the Fleming Fund Country Grant in Pakistan which spans from January 2024 to December 2025. The Phase 2 of the FFCG programme focuses on achieving four intermediate outcomes: 1) Production of quality AMR/U/C and burden of disease data; 2) Conducting quality data analysis; 3) Sharing quality data analysis with decision-makers; and 4) Contributing to sustainable investments at both the country and global levels to counter AMR.

Overview of the Position

The Finance Manager is responsible for financial management and oversight of the project in Pakistan. S/he will also manage the maintenance and monitoring of project budget. The Finance Manager reports to Director Finance, Operations & Compliance.

Roles and Responsibilities

  • Manage contractual and financial systems for the project.
  • Ensure that the project meets contractual requirements and ensure compliance with DAI policies and regulations.
  • Prepare and submit Invoices to the home office Project Manager.
  • Provide financial oversight, including the maintenance, monitoring and management of the project budget.
  • Liaise between field and headquarters office; conduct financial oversight of grant activities, ensure payments are processed in accordance with grant agreements and that all payments fulfill corporate audit requirements.
  • Manage the ongoing analysis, forecasting and review of project expenses, manage accounting and finance records of in-country expenses including developing spreadsheet program for tracking and monitoring all financial project activities and maintaining spreadsheets with current project expense data.
  • Developing responses to client’s financial queries in collaboration with home office project manager.
  • Provide overall financial support to the project in implementation of project activities, event and maintain liaison with project partners and stakeholders.
  • Ensure to manage the maintenance of project financial records and related documents including electronic data and written correspondence between partners and other stakeholders.
  • Oversee financial management and budget controls for the project and provide relevant input in the finalization of work plans, budgets, project strategies and reports, including overseeing sub-grantee contracts.
  • Manage finance in the project office and ensure proper stewardship of funds, contractor operations, \including maintaining liquidity of funds in the field.
  • Identify implementation arrangements and needed resources to implement the project and ensure proper management of funds, including accounting, financial control and audit procedures in accordance with project guidelines.
  • Oversee monthly wire transfer requests for submission to the HO and manage local bank accounts to ensure sufficient availability of funds for project needs.
  • Review the internal financial control systems to ensure that appropriate mechanisms, procedures, and systems are in place.
  • Review and ensure proper authorization and approval and timely processing of payment/reimbursement requests for employees/suppliers/vendors.
  • Review submission of all tax withholdings (payroll income tax, deduction at source & GST withholdings) to relevant parties.
  • Review payroll and ensure allocation of payroll costs to appropriate general ledger accounts.
Requirements (Education, Experience, Skills, Languages.)
 
  • Graduate/post graduate qualification in related fields of study (with disciplines including Finance and Accounting and/or business administration) with minimum 7 years of working experience in financial budgeting and accounting at international development organizations.
  • MBA, as well as CFA or CPA, will be considered a definite asset.
  • Familiarity with organization and UK government regulations and compliance requirements.
  • Can-do attitude and fair amount of attention to details.
  • Good understanding of analysing spending and other financial data and making recommendations; conducting cost analyses, benchmarking, and risk assessments; and developing financial models.
  • Proven ability in analysing and solving complex problems and in strategic planning.
  • Excellent communication, interpersonal and diplomatic skills.
  • Demonstrated team player. Comfortable with challenges, ability to work in a high-profile fast-paced environment, flexibility to adapt to constantly changing dynamics.
  • Ability to perform and prioritize multiple tasks and work to tight timelines. DAI
