Position: Institutional Engagement Specialist

Reports To: Project Manager

Location: Islamabad with frequent travel to Punjab, KP, Sindh and Baluchistan

Project: “Citizens for Good Governance - Strengthening Citizens’ Engagement for Inclusive and Accountable Local Governance”.

Duties and Responsibilities:

The Institutional engagement Specialist will be responsible for general project coordination, documentation and reporting for the Project and ensuring that project implementation and reporting is in accordance with the Grant Agreements between CPDI and DRL for the project districts. The Specialist will work closely with the Project Manager and other team members in Finance, Administration, Procurement and Communication Units. The incumbent is required to provide field level technical supervision and support to the forty partner CSOs in the four provinces.

The Specialist will be responsible for the following key tasks:

  1. Provide operational engagement, networking and collaboration with project stakeholders, including Local Government, Elections and Rural Development Department, Local Government and Community Development Department, Government of the Punjab, KPK, Sindh and Baluchistan and other relevant departments and Local Communities in Project Locations.
  2. Assist in implementation of project operational plan as per programme quality parameters and ensure that each activity is completed as per assigned budget.
  3. Undertake day to day planning, implementation and coordination of the project activities and be responsible for ensuring that implementation, planning (procurement, work plans) and reporting are in accordance with the Grants Agreements between CPDI and donor and adhere all required compliances.
  4. Assist in the coordination and monitoring of activities carried out by the consultants in the project locations and finalize the reports with good quality.
  5. Carry out monthly reviews, planning meetings and analysis of the partners progress.
  6. Responsible to assist in implementation of the project in the target districts through implementing partners Civil Society Organizations (CSOs).
  7. Keep a close liaison with project partners and District Governments in order to enhance engagement.
  8. Carry out monitoring of partners activities at field level and submit reports according to the project requirement.
  9. Actively assist all CPDI projects in organizing activities and ensure coordination and participation of the relevant stakeholders.

Major duties and Responsibilities:

  1. Carry out monthly reviews, planning meetings and analysis of the partners’ progress in all 4 provinces.
  2. Responsible for the preparation of quarterly reports along with Project Indicators tracking sheet as per donor requirements.
  3. Developing the project work plan on monthly, quarterly and annual basis.
  4. Assuring that work plans developed across four provinces are delivered on timely basis.
  5. Ensure all proposed and existing activities align with the Logical Framework Matrix.
  6. Responsible to keep track of Project Beneficiaries on monthly basis.
  7. Responsible for assisting in implementation of the project in the target districts through implementing partners Civil Society Organizations (CSOs).
  8. Keep a close liaison with project partners and District Governments in order to enhance engagement.
  9. Carry out monitoring of partners activities at field level and submit reports according to the project requirement.
  10. Actively assist all CPDI projects in organizing activities and ensure participation of relevant stakeholders.
  11. Support the monitoring of project progress, evaluate impact, and report results to senior management and stakeholders.

Required Qualification:

  • Master degree in relevant discipline of social sciences with minimum of 8 years’ experience of project implementation and networking at a higher level with different line departments.
  • Excellent skills in report writing as per donor standards; and
  • Excellent networking, communication and event management skills.
