Ace Worldwide Action for Revitalizing Sustainable Development [AWARD] is a non-political, non-sectarian, non-profit, independent development organization, and providing high-quality services in researchtraining and  consultancy to governments, donors and INGOs  in Pakistan and other countries in humanitarian aid, development and peace building sectors. It is looking for a mid-career Business Development Officer on full-time/part-time basis.

Task Description: Proposal Development

Objective:
The Proposal Development team or officer is responsible for crafting high-quality, competitive proposals that align with donor requirements and the organization’s strategic objectives. This process involves coordination across departments, including program, finance, and monitoring and evaluation teams, to ensure comprehensive and coherent submissions.

Key Responsibilities:

1. Donor and Opportunity Research:
  • Conduct in-depth research on potential funding opportunities from governments, multilateral agencies, foundations, and corporate entities.
  • Analyze donor priorities, trends, and specific guidelines for proposal submissions.
  • Ensure that identified opportunities align with the organization’s mission and strategy.
2. Concept Note and Proposal Drafting:
  • Develop concept notes and full proposals, ensuring clarity of the problem statement, objectives, methodologies, plan of work, task description and level of efforts by the proposed team members.
  • Ensure proposals are tailored to the specific requirements described in the TORs and meet the overall requirements of donor[s], including word limits, technical content, and language style.
  • Incorporate program design, technical strategies, and implementation plans based on research, evidence, and past experiences.
  • Collaborate with program staff and technical experts to ensure proposals are grounded in evidence-based practices and reflect organizational expertise.
3. Budget Development:
  • Work closely with finance teams to develop detailed, accurate, and compliant budgets that reflect the financial needs of the proposed project.
  • Ensure the budget aligns with the technical narrative, accurately reflecting the scope of activities and associated costs.
  • Ensure budgets meet donor-specific requirements, including cost-share or matching funds where applicable.
4. Internal Coordination and Collaboration:
  • Engage and coordinate with cross-functional teams, including program, finance, monitoring & evaluation, and human resources, to gather necessary input for the proposal.
  • Facilitate internal proposal development meetings, including timeline setting, role assignment, and progress tracking.
  • Ensure timely submission of drafts for review by senior management and technical experts.
5. Compliance and Quality Assurance:
  • Review donor guidelines and ensure the proposal adheres to all formatting, content, and submission requirements.
  • Conduct quality assurance checks on all sections of the proposal, including proofreading for clarity, consistency, and accuracy.
  • Ensure compliance with both organizational policies and donor regulations, such as eligibility criteria, submission deadlines, and legal stipulations.
6. Monitoring and Evaluation (M&E) Frameworks:
  • Expertise in questionnaire development, survey designs, impact assessment, etc.
  • Collaborate with the M&E team to develop robust frameworks that clearly define how the project’s impact and outcomes will be measured.
  • Ensure that M&E indicators align with both donor expectations and the organization’s impact measurement strategies.
7. Capacity Building and Knowledge Sharing:
  • Document lessons learned from each proposal development cycle and share best practices for future submissions.
8. Reporting and Documentation:
  • Maintain records of all proposals submitted, tracking outcomes, feedback, and donor relationships.
  • Ensure that all documents related to the proposal are properly stored and accessible for future reference or audits.

Skills and Qualifications Required:

• Mid-career individual with degree in international development, economics, or  any otherrelated field with minimum 5 years of experience in proposal development or working in humanitarian aid or development projects, preferably with international organizations.
• Strong writing and editing skills, with attention to detail.
• In-depth understanding of donor requirements and global funding trends.
• Excellent project management and coordination abilities.
• Proficiency in budget development and financial management.
• Familiarity with monitoring and evaluation processes and frameworks.
• Ability to work under pressure and meet tight deadlines.
