Summary of Key Functions:

The HR Officer will be responsible for managing human resources functions within the NGO, including recruitment, onboarding, performance management, training and development, employee relations, and HR administration. This role involves implementing HR policies, procedures, and best practices to support the organization's mission and objectives. The HRO will be an effective advisor and educator on HR matters and HR policy. She will help create an enabling and nurturing work environment that makes it easier for employees to deliver consistently superior levels of performance.

 Roles and Responsibilities:

  • Strengthen and implement the HR strategy and ensure alignment organizational policy. In coordination with the senior management, lead the development of plan to ensure that each team is staffed appropriately, according to the need and funding availability, in an efficient and timely manner.
  • Coordinate the recruitment process, including drafting job descriptions, advertising vacancies, screening applications, conducting interviews, and facilitating selection decisions in collaboration with hiring managers.
  • Ensures that organization/project organogram and job ToRs are based on efficient processes.
  • Serve staff and management, by handling day to day questions and helping resolve work-related problems.
  • Draft and update job descriptions, assist in classifying positions and/or reclassifying positions as needed.
  • Prepare employment contracts, offer letters, and other relevant documentation for new hires, ensuring compliance with labor laws, organizational policies, and donor requirements.
  • Conduct new employee orientations and onboarding sessions to familiarize new hires with organizational policies, procedures, benefits, and expectations.
  • Manage employee data and records, including personnel files, contracts, attendance records, and leave management, using HRIS or other designated systems.
  • Facilitate performance management processes, including goal setting, performance evaluations, feedback sessions, and performance improvement plans, to support employee development and accountability.
  • Maintain and regularly update HR directory with staff details.
  • Coordinate staff training and development initiatives, including identifying training needs, organizing training sessions, and tracking training completion and effectiveness.
  • Handle employee relations issues and grievances in a fair and timely manner, conducting investigations, mediating conflicts, and recommending appropriate resolutions or disciplinary actions as needed.
  • Ensure compliance with labor laws, regulations, and organizational policies related to employment, health and safety, diversity and inclusion, and employee rights.
  • Support organizational development initiatives, including succession planning, workforce planning, and talent management, to build a skilled and motivated workforce.
  • Provide HR advice and guidance to managers and staff on HR policies, procedures, and employment matters, promoting a positive work culture and employee engagement.
  • Responsible for new hiring, termination, change of status and payroll.
  • Maintain exit staff data.
  • Ensure staff compliance with Human Resource Policy and administrative procedures.

 Qualification and Experience:

  • Master degree in Human Resources Management, Business Administration, or related field.
  • Minimum 3 years of experience in HR management or related roles, preferably in the nonprofit sector.
  • Knowledge of HR principles, practices, and procedures, including recruitment, performance management, training and development, and employee relations.
  • Familiarity with labor laws, regulations, and compliance requirements in the country.
  • This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
  • Strong interpersonal and communication skills, with the ability to build relationships and work effectively with diverse stakeholders.
  • Ability to maintain confidentiality, exercise discretion, and handle sensitive information with professionalism and integrity.
  • Proficiency in using HRIS or other HR software applications for data management and reporting.
