Terms of Reference for Project Manager – GBV Awareness and Case Management
Position Title: Project Manager (Female)
Project Title: GBV Support for Afghan Nationals in Rawalpindi and Islamabad
Location: Islamabad/Rawalpindi
Reports to: Program Director
Duration: one year ( likely to extendable)
Start Date: As early as Possible
These TORs encapsulate the responsibilities and qualifications required for managing the Afghan Refugees GBV Awareness Project effectively in Rawalpindi and Islamabad.
Objective:
To execute and oversee the project with the effective planning, implementation, and management of the Afghan Refugees GBV Awareness Project, ensuring timely delivery of objectives and adherence to donor requirements and organizational standards.
Key Responsibilities:
- Project Planning and Execution:
- Lead and coordinate the development of project plans, work schedules, and timelines as per the concept note, ensuring alignment with the overall project objectives.
- Oversee the day-to-day management of the project’s activities, ensuring all deliverables related to awareness, prevention, and response to GBV among Afghan refugees are met.
- Ensure the proper allocation and utilization of project resources, including budgetary management and tracking.
- Team Supervision and Capacity Building:
- Supervise and provide guidance to project staff, including caseworkers, community outreach teams, and trainers.
- Ensure regular capacity-building activities are organized for staff to enhance their skills in GBV case management, prevention, and response protocols.
- Ensure clear delegation of responsibilities within the team and promote a positive, supportive working environment.
- Coordination with Stakeholders:
- Act as the primary liaison between the organization, donors, and relevant stakeholders, including local government authorities, UN agencies, and other NGOs.
- Coordinate with community leaders, Afghan National’s representatives, and service providers to ensure effective awareness and outreach activities are conducted in target areas.
- Attend and contribute to relevant cluster and coordination meetings at the local and regional levels.
- Monitoring, Evaluation, and Reporting:
- Execute with the assistance of M&E officer the robust monitoring and evaluation (M&E) framework to track progress on key indicators outlined in the project’s concept note.
- With assistance of Reporting officer, ensure timely preparation and submission of weekly, monthly, and quarterly reports to the donor, including detailed assessments of project impact and recommendations for adjustments.
- Oversee data collection, case documentation, and analysis to ensure compliance with GBV guidelines and case management standards.
- Awareness and Advocacy:
- Lead the development and execution of GBV awareness campaigns, ensuring culturally appropriate and effective messaging to the Afghan communities.
- Coordinate with community outreach workers to conduct awareness sessions, workshops, and training on GBV prevention, response, and the rights of Afghan women and girls.
- Risk Management and Safeguarding:
- Identify potential risks associated with project implementation and develop strategies to mitigate them, particularly concerning sensitive GBV cases.
- Ensure all project activities adhere to international safeguarding standards and the organization’s own protection policies.
- Ensure a survivor-centered approach in all GBV-related interventions, maintaining confidentiality and respect for affected individuals.
- Financial Management:
- Work closely with the finance team to ensure project expenditures are aligned with the approved budget.
- Track and manage project funds, ensuring that financial reports are accurate and submitted in a timely manner.
- Ensure that donor financial requirements are met and that funds are used effectively to achieve project outcomes.
- Capacity Building for Communities:
- Develop training materials and programs aimed at enhancing the capacity of Afghan refugees, particularly women and girls, on GBV prevention and response.
- Facilitate workshops and training for community members on available services, their rights, and protection mechanisms.
- Ensure the integration of gender-sensitive approaches throughout the project, particularly in the areas of community participation and decision-making.
Desired Qualifications and Skills:
- Advanced degree in Social Work, Gender Studies, Development Studies, or related field.
- Minimum 5 years of experience in managing GBV, protection, or refugee-related projects as Team leader/ Project Manager.
- Strong linguistic proficiency in English with strong command in Communications and Report writing skills
- Demonstrated experience in working with vulnerable populations, particularly women and girls, in conflict or post-conflict settings.
- Strong leadership, team management, and communication skills.
- Experience in donor reporting, budgeting, and financial tracking.
- Familiarity with international humanitarian standards and GBV case management guidelines.
- Expertise in project management, including planning and execution,
- Knowledge of GBV protocols, guidelines, and best practices.
- Strong coordination and liaison skills, with experience in dealing with multiple stakeholders.
- Ability to work under pressure and in complex environments.
- Strong problem-solving, decision-making, and organizational skills.
