Job Description: Program Manager
Organization Unit: Program
Reports To: Senior Program Advisor/Team Lead BUILD
Primary function/purpose
The Program Manager will be responsible for ensuring effective grants management, building the capacity of implementing partners, maintaining compliance with program and donor requirements, and coordinating with various public and private sector stakeholders and government counterparts. S/he will oversee programmatic activities and capacity-building initiatives, provide technical assistance, and support the implementation of project activities to achieve the desired outcomes.
Major duties and responsibilities
- Prepare and manage program budgets, monitor implementing partners expenditures, in compliance with organizational processes/procedures, financial policies and donor requirements.
- Develop program budgets, project proposals, detailed implementation plans.
- Review grant applications and proposals, both technical and financial, to ensure completeness and adherence to program and donor criteria.
- Prepare and review implementing partners agreement documents in alignment with organizational standards and donor requirements.
- Conduct on-site visits for capacity assessments, monitoring, and technical support to implementing partner organizations.
- Develop concept notes and working papers for program initiatives
- Support implementing partners in meeting regulatory requirements, such as obtaining acknowledgement letter/Non-Objection Certificate from relevant government departments.
- Review and approve operational and work plans of implementing partners to ensure alignment with project objectives.
- Build and maintain relationships with stakeholders, including Government counterparts, donors, and civil society organizations, to facilitate collaboration and support for program activities.
- Represent the organization on different forums and meetings as and when necessary.
- Ensure all program activities comply with organizational policies, donor guidelines, and local laws.
Position requirements
- Minimum bachelor’s degree required
- At least 8 years of work experience in development sector working with government and NGOs
- Experience working with international NGOs and in-depth understanding of the government department/institutions will be preferred.
- Wiling to travel as and when required.
- Proficiency with Microsoft Office and Excel required.
- Strong English written and verbal communication skills are required.
