Provincial Strategy Manager 1 Aawaz II-Khyber Pakhtunkhwa

Position is based in Peshawar

Founded in 2000 as a public advocacy organization, Omar Asghar Khan Foundation strengthens the voice, visibility and resilience of citizens to claim their rights & entitlements from the state, curb inequalities and exclusion & reduce the burden of poverty. Its skilled and experienced team of professionals works with local communities, civil society and governments across Pakistan. Since 2019, it is British Council’s lead Provincial Partner for the implementation of a multiple-year project: Aawaz II.

Terms of Reference for Strategy Manager Aawaz II Programme

Introduction

Aawaz II works with local communities in Khyber Pakhtunkhwa (KP) and Punjab provinces to promote the rights of children, women, youth, religious minorities, persons with disabilities and other marginalised groups, to facilitate and strengthen their development. The programme is managed by the British Council. Aawaz II works with the district level downstream partners (DSPs) and two provincial partner organisations to implement the community-based interventions in KP and Punjab. The community component focuses on providing information referrals, facilitate citizen-state engagement for uptake of services and enhance capacities of local communities for behaviour change to reduce community acceptance of child marriage, gender-based violence (GBV) and intolerance. Omar Asghar Khan Foundation (OAKDF) is the provincial partner of Aawaz II in KP province.

Terms of Reference for Strategy Manager

The position is based in Peshawar and reports to the Provincial Lead Aawaz II Programme of Omar Asghar Khan Development Foundation (OAKDF), Aawaz II Provincial Partner, with dotted line management in Aawaz II PMU with the implementation and technical team through the Project Manager KP.

Key responsibilities:

Programme Management

  • Support the Provincial Lead in the preparation and implementation of the Provincial Advocacy Strategy for the Programme.
  • Support the Provincial Lead and Strategic Lead in advocacy for achieving results.
  • Closely coordinate with Aawaz II Pillar Leads for technical input and guidance on thematic areas, behaviour change interventions and referral and service-accessed pathways.
  • Follow up with provincial stakeholders on agreed strategic interventions.
  • Engage with DF and VF to understand challenges in the implementation of laws and policies for the vulnerable groups and raise the identified issues at the provincial level in coordination with the provincial coordinator.
  • Work together with the Provincial Lead in preparing for the Executive Committee meetings, consistently follow up on the action points agreed and manage record.
  • Conduct field visits to project districts as necessary for programme implementation and technical oversight and advice field teams for effective implementation of programme interventions.

Knowledge Management

  • Desk review of existing policies, rules, and regulations to provide technical guidance to programmes leads and PF on advocacy initiatives.
  • Lead on preparing documentation regarding policy changes related to Aawaz II themes and vulnerable groups to support the preparation of policy briefs.
  • Assist the Provincial Lead in preparing Concept Notes and agendas for the PF meetings, thematic consultations, thematic roundtables and advocacy and follow-up meetings and reports.

Reporting and Communication

  • Prepare letters, press releases and social media posts about Aawaz II themes and vulnerable groups.
  • Assist the Provincial Lead in preparing programme reports and updates with impact of the policy engagement work.
  • Prepare reports and presentations on strategic initiatives, programme outcomes, and impact.
  • Regularly monitor the progress and updates on the Provincial Advocacy Tracker. Add issues shared by the Provincial Coordinator from the districts into the Provincial tracker.
  • Manage Aawaz II visibility on relevant platforms including website of OAKDF.

Safeguarding, Anti-Fraud and Risk Management

  • The post holder will understand the importance of safeguarding and ensure effective implementation of the Foundation’s safeguarding policies and processes so as to offer maximum protection to Women, Religious Minorities, Person with Disabilities and Transgender Persons in the project and at all relevant events and venues. The post holder will also be responsible for ensuring convergence for compliance with the British Council’s safeguarding policy and its implementation standards in the project.
  • Undertakes project safeguarding risk assessment and monitors the implementation of activities accordingly.
  • Ensure partners/third parties are aware of their duty of care for protecting Women, Religious Minorities, Person with Disabilities and Transgender Persons.
  • Comply with the safeguarding and anti-fraud standards in planning, implementation and monitoring of activities and escalate safeguarding related concerns /issues as per the Foundation’s internal mechanism and to the Safeguarding Focal Person, Aawaz II PMU.

STANDARD MINIMUM QUALIFICATION AND EXPERTISE:

  • University degree in social sciences or relevant discipline.
  • 3 to 5 years of professional experience developing and implementing advocacy initiatives at provincial and grass roots level on gender, social inclusion and Aawaz II thematic areas.
  • Good understanding of programmes and project management and experience delivering and managing programmes on gender and inclusion.
  • Expertise in building and managing stakeholder partnerships with government institutions and civil society.
  • Experience of steering policy consultations and policy advocacy, and expertise in building alliances and collaborations with civil society organizations and forums.
  • Experience in designing and conducting training and workshops material on gender-based violence, child marriage as well as social cohesion and interfaith harmony and other related areas. Experience of designing and conducting learning events (workshops/ training/ field visits etc) will be an asset.
  • Demonstrable experience working with or coordinating partners with community and national levels organizations and networks.
  • Willing to lead initiative and programme team with minimal supervision.
  • Maintain superior levels of professionalism while working under pressure in a fast-paced and sometimes difficult environment.
  • Language: Fluency in English, Urdu, Pashto and Hindko.
  • Excellent writing skills with demonstrable experience of developing briefing papers and reports in English.
