Duties and Responsibilities - Human Rights & Rule of Law Advocacy & Program Compliance Manager 

Peace & Justice Network (PJN) Pakistan is looking for an outstanding, dynamic and committed person to lead PJN Pakistan national advocacy work covering all the provinces and regions and overall program management.

Person will be responsible for managing and planning advocacy and program development activities; advising on strategy development; executing advocacy activities; engaging at high level with national processes including national and international human rights government compliances review, policy makers and legislators, international development partners, senior government officials, civil society, lawyers bodies and media organizations, as well as leading funds mobilization and partnerships with national and international donors to take the PJN’s agenda for “Peaceful, Inclusive and Justice Societies for All” forward.

Specific responsibilities

  • Lead the development and execution of comprehensive program strategies aligned with PJN’s mission and objectives.
  • Collaborate closely with stakeholders to identify program priorities and opportunities for expansion.
  • Help to develop and articulate clear and measurable advocacy objectives
  • Establish coherent plans and activities to achieve the objectives, in coordination with the PJN’s Technical Advisory Board, PJN’s National and Provincial Secretariat Offices and our community based civil society network member organizations.
  • Work with the PJN Pakistan team and the wider PJN network to identify key advocacy opportunities, co-ordinate activities and to maximize positive impact
  • Build strategic relationships among decision makers, experts, allies, partners and other stakeholders
  • Organize expert sessions, develop advocacy campaigns, and in-house consultations to take the PJN’s agenda for “Peaceful, Inclusive and Justice Societies for All” forward.
  • Work with the Communications Officer to co-ordinate PJN Pakistan’s external messaging on national advocacy to ensure consistency in our communications and to maximize reach and impact
  • Prepare information resources on key policy issues e.g. reports and briefings for decisionmakers, material for PJN Pakistan’s website and social media or other channels
  • Perform media outreach, including the regular use of social media, the production of press releases, the building of working relations with media outlets and individuals at the national and international development partners, and elsewhere, in coordination with the Communications Officer;
  • Lead the production, editing, formatting, and submission of communications to the various national and international policy mechanisms with the support of PJN’s National Technical Advisory Board;
  • To support the CEO and the National Secretariat Office to identify and apply for funding for PJN Pakistan’s national advocacy work
  • Proactively seek and secure funding opportunities, and grants to sustain and enhance program activities.
  • Provide guidance and support to staff, ensuring their professional growth and the successful execution of program objectives.
  • Establish and maintain a robust monitoring and evaluation framework to systematically track program progress, outcomes, and impact.
  • Regularly assess program performance using data-driven insights and recommend adjustments and improvements.
  • Foster strategic partnerships and collaborations with government bodies, other NGOs, international organizations, and local community stakeholders to enhance program efficacy.
  • Develop and implement effective advocacy strategies to raise awareness about critical issues and influence policy changes.
  • Prepare and submit comprehensive reports to donors, stakeholders, and the Board of Directors, demonstrating program achievements and accountability.
  • Identify potential program-related risks and challenges, and proactively develop mitigation strategies.
  • Other duties as may reasonably be requested by the CEO and commensurate with the post

Position will grow with expansion in institutional programs and according to new opportunities involvement.  


Skills, knowledge and abilities

Essential Expertise/Experience

  • Master degree with at least 8 years’ advocacy experience
  • A proven track record of developing and implementing successful advocacy campaigns;
  • Experience of advocacy strategy development, planning and management
  • Proven ability to translate complex policy positions and recommendations into clear and persuasive arguments aimed at decision-makers
  • Hands-on experience of advocacy / lobbying / public affairs delivery, especially directed at the national and provincial governments;
  • Experience of successfully mobilizing allies / networks of allies including civil society organizations
  • Excellent written and verbal communication skills
  • A confident and articulate public speaker

 

Desirable Expertise/Experience

  • An understanding of the strategic context, national and international actors, institutions, and processes relating to key policy areas such rule of law, human rights, gender justice, climate justice, organized crimes, peacebuilding and Sustainable Development Goal 16.
  • A strong understanding of relevant government departments, national commissions, protection authorities, and justice delivery mechanisms.
  • Experience of producing publications, from briefings to campaigning publicity materials and research publications
  • Experience of preparing successful funding applications and building relationships with a range of funders (trusts, foundations, institutional donors)
  • Previous experience working within civil society organizations or non-governmental organizations;
