One of the core functions of DTM is data collection targeting various types of mobile populations and communities living with them through various methods such as face to face and/or telephonic interviews. Several enumerators and field coordination assistants will be assigned to conduct data collection and coordinate the effort at the field level. In order to have smooth and well-coordinated data collection implementation beyond the field level, IOM will require the Project Assistant (DTM Provincial Coordination) to assist monitoring the implementation of data collection, in particular in Khyber Pakthunkwa.

Responsibilities and Accountabilities

Under the overall supervision of the DTM Programme Manager and direct supervision of the National Project Officer, in close coordination with the Liaison Coordinator, the Assistant Provincial Coordinator will be responsible for the deliverables of the following duties:

  • Under the supervision of the Liaison Coordinator, serve as DTM Team Leader in Khyber Pakthunkwa in organizing and discussing with local authorities, including border enforcement agencies, regarding DTM data collection activities.
  • Assist in compiling mapping results of targeted locations of data collection, including accessibility and potential challenges, including in the new target areas of DTM activities in Khyber Pakthunkwa.
  • Assist monitoring and maintaining work schedules that includes division of coverage project assistants/district supervisors and enumerators for data collection activity.
  • Provide day-to-day support to enumerators and project assistants/district supervisors on technicalities of data collection, local store and submission using KOBO tools.
  • Participate in field monitoring visits to various districts and border points to monitor the data collection activities and support the field staff in maintaining data quality.
  • Work with DTM National Project Officer to monitor progress and achievement of data collection and provide regular updates to the DTM Programme Manager.
  • Assist in reviewing and evaluating the quality of data submitted to the KOBO server in coordination with the DTM National Project Officer and Senior IM Assistant.
  • Address non-technical issues and challenges of data collection and submission reported by the field team, assist to provide guidance and response to the challenges whenever required, and coordinate the response with direct supervisor.
  • Actively liaise with relevant external actors and authorities at sub-national level, especially local authorities, to introduce and discuss DTM activities as well as strengthen DTM's presence.
  • Participate in briefings, meetings, orientation sessions, and trainings as required.
  • Perform such other duties as may be assigned by the supervisor.

EDUCATION

  • Bachelor’s degree from an accredited academic institution, preferably in Public Relations or Communications, with at least three years of relevant working experience, or High School diploma with at least five years of relevant professional experience

EXPERIENCE

  • Prior experience in supporting and monitoring of the field team, preferably for research and data collection.
  • Experience in the same local context as the duty station.
  • Experience working with local government representatives, preferably border authorities, is a must.
  • Experience with data collection and verification is a must.
  • Prior experience working for UN agency or international organization is an added value.

SKILLS

Ability to liaise with a wide range of (security) actors in Pakistan and in Khyber Pakthunkwa in particular.

Languages

REQUIRED

  • For this position, fluency in English, Urdu (speaking and written) and Pashto (spoken) is a must.

DESIRABLE

  • Ability to speak in other regional langauges (e.g. Farsi/Dari) is an advantage.
