A.         About CPDI

Centre for Peace and Development Initiatives (CPDI) is an independent, non-partisan and a not- for-profit civil society organization working on issues of peace and development in Pakistan. It is registered under Section 42 of the Companies Ordinance, 1984 (XLVII of 1984). It seeks to inform and influence public policies and civil society initiatives through research -based advocacy and capacity building to promote citizenship, build peace, improve governance, and achieve inclusive and sustainable development. Areas of special sectoral focus include promotion of peace and tolerance, rule of law, local governance, transparency and access to information, budget watch, media development, electoral reforms, legislative strengthening, and democratic development.

B.         About the Assignment

B. 1.   Background

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) has initiated a project titled as Participatory Local Governance (PLG) to assist the governments in Punjab and Khyber Pakhtunkhwa to further strengthen their local governance system towards improved services delivery to the citizens. PLG builds on the earlier gains of its two completed projects in Punjab and Khyber Pakhtunkhwa i.e., the Support to Local Governance Project and the FATA Development Project by creating synergies on the already achieved results and the capacities built. The PLG will provide support mainly in three areas i.e., local revenue generation, participatory development planning, and digitalization for improved services delivery.

GIZ has partnered Center for Peace and Development Initiatives (CPDI) to assist the Government of Khyber Pakhtunkhwa (GoKP) in evolving a structure for and building capacities around participatory local development planning in the province. This initiative (project to be implemented by CPDI) is termed as “Localization of SDGs through Participatory Development Planning by Tehsil Local Governments in Khyber Pakhtunkhwa”.

The purpose of this intervention is (i) to support the Tehsil Local Governments (TLGs) in KP in the formulation of 58 SDGs-oriented tehsil-level development plans/medium-term tehsil development plans that take into account the localization of SDGs, needs, suggestions, and aspirations of the citizens; (ii) to build the capacity of selected TLGs regarding participatory local level planning and budgeting process; (iii) digitization and integration of these plans with a digital system for local and provincial ADP; (iv) to increase the capacity at the provincial and local levels for strengthening participatory planning and citizen engagement; and (v) to generate public awareness on local level planning, SDGs and opportunities for citizens’ participation, especially for women and marginalized segments of society.

B. 2.   Scope of the Assignment

The overall scope of the assignment is woven around formulation of the MTDP, its processes and the process methodology and most importantly making these plans more responsive to SDGs in Local and provincial context. The consultant shall be the lead technical member of CPDI and in this capacity S/he will support and facilitate the Facilitators in general especially   in   conducting   the sector analysis, designed to derive sector’s needs and challenges during the consultative sessions.  Besides, the major tasks involve, reviewing, incorporating the feedback and finalizing of the MTDPs, developed in consultation with stakeholders by the Facilitators.

Technical Support to the   Facilitators   in   conducting   the sector analysis specially to derive sector’s needs and challenges during the consultative sessions for the formulation of Tehsil Medium Term Development Plans which shall be inclusive, participatory, and SDGs oriented.  Identification of any shortcomings and lesson learned.

  • Thorough review of the 58 MTDP specially making these plans more responsive to SDGs alongside its processes and themes and by enriching and enhancing the text.
  • Finalizing the 58 MTDPs by incorporating the Feedback from all concerned.
  • Mapping of the proposed schemes against relevant SDG Target and the provincial SDG Framework KP.
  • Incorporating the District SDG Scorecard in each MTDP with a due commentary (comparative analysis District-wise/Region wise and provincial context).
  • Incorporating additional data/Statistics relevant to District/Tehsils from other source like KP Bureau of Statistics and Federal Bureau of Statistics or any other sources. This scope shall be developed in a shape of District/Tehsil Profile.

Develop and submit a final report to CPDI encompassing all the deliverables, containing successes, challenges and lessons learnt from the Project and steps to institutionalize   the   framework, process, and methodology of SDGs-oriented medium term development planning for TLGs in KP Province.

The Consultant will furnish timesheets with invoices at the end of each month. The timesheets

 After review and endorsement by the Project Coordinator will be forwarded by him to the Project

 Manager for approval. Payment to the consultant will be made against the number of days, deliverables

 and performance/efforts reflected by him in the time sheet along with evidence of activities and

deliverable.

C.         Reporting Structure and Coordination

The consultant shall undertake all activities under the direct supervision of the Project Coordinator, CPDI. All operational level matters shall be discussed and resolved with the Project Coordinator.

D.         Required Qualification and Experience

The Consultant should possess a combination of expertise, such as relevant work and SDGs experience, sectoral analysis, developing District/Tehsil plans, interpersonal skills to successfully undertake assignments associated with this position.

The following are the key qualification & experience criteria required for selection: 

  • Educational qualifications: At least a master’s degree (16 years of education)
  • Specific experience in SDGs would be given preference.
  • Experience of developing Development Plans at Provincial/ District/Tehsil level.
  • Infield knowledge of participatory local development planning and budgeting tools.
  • Knowledge of public sector planning, development system and processes.
  • 05 years of work experience as a development practitioner.
  • Good understanding of the Khyber Pakhtunkhwa local Government system would be given preference.
  • Proven ability of conducting analysis of Sector-Related SDGs Targets, Localization of SDGs, MICS KP, PSLM etc.
  • Proven capacity of developing plans, report writing, communication and inter-personnel skills.
