U.S. Mission Pakistan is seeking applications from qualified individuals for Maintenance Inspector Level-I position in U.S. Embassy, Islamabad.

 

Basic Function of the Position – The Maintenance Inspector-I is under the general supervision of the Supervisory Manager for Building Trades and Residential Services for Compound Maintenance and Residential Services. Supports and manages off-compound residential maintenance and repair projects planning, execution and closeout. Overarch residential make ready activities for both off and on compound residential properties. Oversees inspections conducted by facility inspectors for the New Embassy Compound (NEC) and off-compound facilities. Provides oversight of projects at New Embassy Compound (NEC) and off-compound government owned and leased residences. Annual responsibilities include managing maintenance and repair projects performed by contractors and overarching make ready process for off/on compound residences. Performs residential inspections and surveys and advises on deficiencies, repair requirements and improvements needed. Gathers data and completes initial drafts of Facility Work Projects (FWPs), deficiency reports, scopes of work, schedules, and independent government cost estimates. Collaborates and coordinates with other Embassy sections on scheduling and needed completion of related work. Develops workplans, timelines and budgets. Develops statements of work, construction drawings, specifications, and bills of material. Coordinates with Facility Management project group for design support as needed. Serves as Contracting Officer Representative (COR) for approximately 5 Maintenance & Repair Projects annually for Government Owned Properties. Develops procurement documents including statements of work, schedules and independent government costs estimates. Serves on Technical Evaluation Panels (TEP) to review and analyze contractor bid/proposals for technical accuracy and completeness. Develops a comprehensive quality control and facility inspection program for New Embassy Compound (NEC) and off-compound office, residential and support facilities. Makes judgments on whether space conditions meet quality, performance, and occupant comfort standards on the basis of inspection reports conducted by facility inspectors. 

Qualification Requirements:

EXPERIENCE: A minimum of three years of progressive responsible experience in building construction/restoration, residential management, infrastructure inspection, quality assurance and compliance is required. 

EDUCATION: Completion of a Diploma of Associate Engineering (3 Years) in Civil/Building & Architecture/General Engineering, or Construction or Facility Management from an accredited institution is required after completion of higher secondary school (12 years of education).

Job Knowledge: The Maintenance Inspector-I must have thorough knowledge of major facility systems, infrastructure, and operations at expert level. Should have understanding about the practices and codes of host country/U.S. buildings and construction. Total familiarity on facility inspection, project and construction management practices. Have the awareness of local construction labor and material cost. Proficient in computer database, programs and applications including Microsoft Office Suite. 

LANGUAGE: Good Working Knowledge in Reading/Writing/Speaking of English and Urdu is required. English language skills may be tested.

Skills And Abilities: The Maintenance Inspector-I must be able to conduct facility inspections and surveys. Work independently with minimum supervision direction. Lead staff and contractors for the restoration projects. Must be able to draft conformance reports and project/activity status reports. Capable of planning, scheduling organizing and managing construction/restoration projects effectively. Proficiency in using complex computer applications, databases and programs including MS project. Ability to research, interpret and apply a variety of building regulations and policies. Possesses excellent interpersonal skills and be able to handle a large workload and multiple tasks simultaneously. The Maintenance Inspector-I is required to have a valid, current driver's license for the class of vehicle (s) assigned or authorized to drive (Motor Car). Skills and abilities may be tested.
