Position Summary:

The Integrated Health Systems Strengthening and Service Delivery (IHSS-SD) Activity is a three-year (2022-2025) project funded by the United States Agency for International Development (USAID). It is implemented by JSI Research & Training Institute, Inc., with Contech International and Rural Support Programs Network (RSPN) as implementing partners. The Activity is supporting the Department of Health in Sindh, Khyber Pakhtunkhwa, besides a federal component with MoNHSR&C.

Provincial Technical support unit (TSU) will develop an annual work plan that will establish their goals for a grant cycle. The AWP framework is designed to help the team to align the fellow’s individual growth in specific competencies and the needs of the provincial TB Control program. AWP will be used as a tool to monitor and evaluate PTP’s deliverables. It will be based at the Provincial Tuberculosis Program Sub Office in Karachi, Sindh Province. The TSU will also work in close collaboration and maintain communication with the NTP and TB USAID Country mission office. The Technical Support Unit aims to tackle programmatic gaps in managing capacity, monitoring and supervision, laboratory network management, supply chain management and domestic investment at CDC Sindh. The unit will comprise of a lead technical person, lab, M&E, and administrative/PSM persons. The technical unit will be hosted in the CDC TB program.

The Team Lead will work closely with PTP Manager (Deputy DG CDC Sindh) on removing Global Fund implementation bottlenecks, monitoring progress of grant implementation, identifying technical assistance needs and monitoring technical challenges. The team lead improves coordination across implementing partners and donors in the province.

Duties and Responsibilities:

  • Provide Technical Assistance in Drug susceptible TB, Public-Private Mix (PPM), active case finding, TB-HIV, TB Preventive and Therapy (TPT) and community engagement in TB.
  • Conduct site visits as required in order to monitor progress, and to provide technical and

  • programmatic recommendations to ensure effectiveness, efficiency and judicious use of current provincial grants
  • Participate in the design of project mechanisms and activities to prevent, detect and respond to infectious diseases and other pandemic threats.
  • Participate in the preparation of the strategic and operational planning processes such as the PSP and NSP.
  • Proactively engage and coordinate with local stakeholders (e.g. implementing partners, cooperating country-government counterparts, non-governmental organizations, other donors, etc.) to improve program implementation and share information.
  • Build the capacity of Provincial and District DR-TB sites’ health providers in clinical management through mentorship and identification of technical assistance needs and regular supervisory visits.
  • Development of TIFA concept note and support its implementation at the provincial level
  • Through collaboration with National TB Program (NTP)/PTP and partners, identify programmatic gaps which may require additional technical assistance.
  • Support the department of Health and advocate with the Private Sector to notify all TB cases enrolled for treatment and engage health care commissions (Mandatory case notification).
  • Facilitate scale up of TB DOTS to basic health units and Lady Health Workers (LHW) engagement.
  • Conduct field visits to review and analyze facility and district level TB data with recommendations on performance improvement.
  • Recruit appropriate technical assistance for the CDC to operationalize various areas including LHW engagement, PHC expansion.
  • Any other important programmatic issues identified in the province and determined by the PTP Sindh in consultation with NTP.

Qualification, Experience and Required Skills:

  • Medical Doctor (MBBS with Master in public health/ health policy or equivalent).
  • Minimum 8 years relevant experience in public/private sector and minimum 5 years TB experience.
  • Excellent working skills in MS office and databases.
  • Excellent interpersonal and communication skills.

 

Position Type:         Temporary Employment (6 – 9 months)

Supervised by:          Additional Director Communicable TB Control Program, Sindh

Duty Station:             PTP Sindh premises (CDC TB Control Program Office Hyderabad)
