Program Overview
The Land Registration in Merged Areas (LRMA) activity is a United States Agency for International Development, (USAID) funded project that will support the establishment of a land registration system in the seven districts of the Merged Areas. The activity will improve the accessibility of land records; effectuate land transactions; allow the use of land as collateral and complement the Government of Khyber Pakhtunkhwa’s efforts under the Settlement and Land Record activity.
Overview of the Position:
The Gender Equality and Social Inclusion (GESI) Lead will serve as a technical expert on context-specific implications and considerations for gender equality and social inclusion in support of LRMA achieving greater project impact within the KP/MA’s. S/he will perform analysis and ensure findings are adequately integrated into project implementation and adaptation. S/he will collaborate with technical specialists to develop GESI activities and targets and recommend improvements to address the needs of the project.
Roles and Responsibilities:
- Gender and Social Inclusion Lead’s specific responsibilities will include, but are not limited to the following:
- Lead GESI Strategy Implementation: Oversee the final implementation and refinement of the LRMA’s Gender and Marginalized Population Strategy, ensuring the inclusion of women and marginalized populations across all activities. Contribute to awareness-raising strategies, develop activities that address the needs and obstacles of these groups.
- Support Gender Action Plan Closure: Guide the final stages of gender analysis and ensure the effective closure of the Gender Action Plan, documenting lessons learned and achievements.
- Provide Technical GESI Guidance: Offer technical GESI expertise on data collection, analysis, and reporting to enhance policy-making and resource allocation, focusing on the final phases of project implementation.
- Monitor Inclusive Processes: Ensure that the GESI strategy is fully integrated into land record collection and other final project activities, including capacity building and field training, to maintain inclusivity in these processes.
- Conduct Final Social Inclusion Analysis: Lead social inclusion assessments with program staff, beneficiaries, and stakeholders, ensuring that inclusive practices have been effectively incorporated and documenting recommendations for future programming.
- Collaborate with Stakeholders: Maintain productive relationships with Government of Khyber Pakhtunkhwa officials, public sector institutions, and civil society organizations, focusing on the sustainability of GESI-related efforts.
- Support MEL and Reporting: Work closely with the MEL team to finalize data collection, monitoring, and reporting on the project’s impact on marginalized populations. Prepare final reports, highlighting GESI-related achievements and lessons learned.
- Advise on GESI Closure Activities: Serve as a technical lead to the Chief of Party (COP) and other thematic leads, ensuring that GESI considerations are effectively integrated into all closure-related activities. This may include representing LRMA in discussions with USAID, GoKP and other stakeholders.
- Project Closure Support: Assist in the finalization of project activities related to GESI, ensuring a smooth and effective transition and close-out of the project in alignment with USAID and government requirements.
- Additional Responsibilities: Perform other tasks as assigned by the supervisor related to the successful closure of the project.
Minimum Qualifications:
- Bachelor’s degree in a relevant area is required; master’s degree preferred
- At least 8 years of experience integrating gender and social inclusion interventions and activities into development programs
- Must possess understanding of the key political and social dynamics impacting women and other marginalized groups in KP and the MA’s
- Experience in conducting surveys and performing assessments
- Demonstrable experience in the field of data management, data collection, data analysis, and reporting
- Solid understanding of M&E enablers for GESI
- In depth knowledge of gender and social inclusion issues in Pakistan, preferably in the Land sector
- Strong representation skills with government, donor organizations and non-government stakeholders
- Ability to communicate effectively in a cross-cultural environment
- Experience working on donor-funded projects preferred
- Excellent organizational and prioritization skills
- Demonstrated leadership, versatility, and integrity
- Strong bilingual communication skills, including both written and oral, in English and Urdu. Pashto is an added advantage
- Ability to travel within Pakistan especially KP
