Request For Quotation for Goats (Female)

Participatory Village Development Programme (PVDP) is a non-profit organization seeking qualified vendors for the provision of Goats in 15 villages of Union Councils Sobhiyar, Bhador and Jhirmrio of Tehsil Diplo District Tharparkar.
1. Project Overview:
PVDP is implementing a project titled Strengthening the livelihoods and Resilience of Vulnerable Agricultural Communities in Rural Sindh, Phase-2 with the support of Diakonie Katastrophenhilfe (DKH).
2. Scope of Work: TORS and Specification
- Goal of activity:
i. Enhancing food security and nutrition by providing a reliable source of nutritious milk and meat to vulnerable communities.
ii. Alleviating poverty and boosting livelihoods by offering a valuable asset that can generate income through the sale of goat products.
iii. Building climate resilience in communities by distributing goats that can adapt to challenging climatic conditions.
iv. Fostering biodiversity conservation through targeted grazing to restore ecological balance in sensitive ecosystems.
v. Providing capacity building and education to beneficiaries on proper goat husbandry and management practices.
vi. Encouraging community participation and empowerment by involving local stakeholders in the planning and implementation of the distribution programs.
- Specification
i. Breed of Goat: Tharki
ii. Live weight: 25 to 30 KG,
iii. Age: 15 - 18 months,
iv. Vaccinated according to vaccination chart
v. Weight would be measured prior to the quarantine and during the distribution.
- Warehouse
i. The vendor would arrange a warehouse near PVDP-Office or targeted villages of Taluka Diplo District Tharparkar.
- Quarantine Time
i. The minimum quarantine time for goats will be 10 days as per tender requirement, and additional 4 days may be increased required based on the goats' health and fitness
ii. During the quarantine time vendor will ensure proper care and vaccination of the goats.
iii. The supplier will be responsible for fresh feeding, Freshwater, transportation, accommodation, and medication up to the handing over to the project participants
iv. During the quarantine time, all goats will be covered under the shelter/shadow.
- Leg Tagging
i. The vendor will arrange the leg tagging, which is also recommended also internationally approved, and trace to goats during the post-distribution monitoring.
- Certificate
i. Fitness certificates are documented and signed by the Vendor, veterinary officer (Livestock Department), and PVDP representative. The vendor will be responsible for the printing of all certificates.
- INSPECTION PROCESS:
Following steps will be observed: (Will be repeated in all locations for each goat lot supplied by the recommended bidder).
Step1:
i. Suppliers bring goats to agreed location. Committee including Vet Doctor/Livestock Management officer and Committee certify each goat that meets the specifications.
ii. Vaccinations and de-worming are provided at this stage and documented.
iii. Each goat, once accepted, will be tagged to identify it as a selected goat.
Step 2:
i. Supplier will be responsible for transportation of live, healthy animals to distribution points.
ii. Upon arrival, the Veterinary Doctor and Committee will confirm the Goats are alive and healthy.
iii. Pictures of each accepted Goat including tag will be taken.
iv. After final check the goats will be distributed to beneficiaries by the Team of PVDP.

Delivery location: 15 villages of UCs Sobhiyar, Jhrimrio and Bahador Tehsil Diplo District Tharparkar.
3. Selection Criteria
- Proven experience in similar types of items to different NGOs/INGOs.
- Cost-effectiveness (The lowest price will not be the sole criterion; quality, time, and previous experience will also be considered).
- Sound Financial Capacity
The shortlisted vendor will be requested to submit samples for approval. Upon approval of the samples, a contract may be offered for the deliveries.
A 5% security deposit will be required from the selected vendor/supplier before issuing a contract, serving as a bid security.
4. Key requirements for your quotation submission:
Interested vendors must submit the following:
- Company profile with relevant experience including Client name, the volume of contract, and the location of services.
- Quotation price should include all applicable taxes, Transportation, Quarantine, Loading/ Unloading, Labor Costs, Other costs mentioned in TORs and etc. on company letterhead.
- Include the expiry date of your quotation, NTN number, phone number etc.
- Clearly state the payment terms in your quotation.
- 06 monthly bank statements (latest months).
- Quotations should be submitted in a sealed envelope.
- Payment details of the Contractor / Supplier must be clearly stated e.g., to whom the cheque should be addressed and if necessary.
- Also fill & sign the CONFLICT-OF-INTEREST DISCLOSURE FORM attached with this RFQ.
5. Terms and Conditions
- The PVDP reserves the right to accept or reject any or all bids without assigning any reason.
- The PVDP will not be responsible for any costs incurred by vendors in preparing and submitting their proposals.
- PVDP will not be responsible for any damage and loss of goods during transportation.
- Contractor / Suppliers must not be engaged in any corrupt, fraudulent, collusive or coercive practices including but not limited to applying/ bidding by multiple names/companies. If any bidder is found to be involved in such practices his/her bid may be rejected and the companies in question permanently blacklisted.
- Payment will be made in cross cheque within one to two weeks of satisfactory Completion of the work.
