Position Summary:
USAID anticipates releasing an activity to support the Government of Pakistan (GoP) in implementing its Nationally Determined Contributions (NDCs). The CSEA Activity is expected to assist in one of two ways: 1) by reducing (GHG) greenhouse gas emissions from the energy sector; and/or 2) decreasing the energy sector’s vulnerability to the effects of climate change. This may include working with the public and private sector to mobilize investment into clean energy activities.
DAI seeks qualified candidates for the Chief of Party position. The COP will lead the CSEA team in delivering the strategic vision, implementation, monitoring and reporting to meet Activity objectives. The COP will serve as the primary liaison to USAID, government counterparts, private sector and other key stakeholders. The COP will oversee the Activity’s technical and operational performance ensuring objectives are met on time and on budget.
Major Responsibilities:
- Provide strategic vision and oversight to a team of technical, administrative, and operational specialists in the day-to-day implementation and delivery of project activities.
- Ensure technical team’s ability to meet annual workplans and targets to achieve results.
- Serve as project representative and liaison to USAID, government counterparts, and local stakeholders.
- Lead work planning and pause and reflect sessions with Technical Leads and MEL/CLA Director to monitor milestones/achievements, adjust implementation as needed, and maximize program impacts and outcomes.
- Lend energy sector technical expertise and knowledge to progress CSEA forward, contribute to interventions and solutions, and support activities planning, design and development.
- Oversee CSEA’s cross-cutting areas including monitoring and evaluation and GESI, to ensure the integration of DEI principles and broad social inclusion into programming and work streams.
- Serve as the interlocutor between field implementation and DAI home office project management unit.
- Oversee all project deliverables and resourcing needs including preparing regular reports on schedule to USAID, coordinating subcontractor deliverables and performance, and coordinating short-term technical assistance requirements to ensure the Activity’s success.
Requirements (Education, Experience, Skills, Languages etc.):
- Bachelor’s degree, advanced degree preferred.
- 15 years of experience implementing or managing technical programs or initiatives in one or more technical areas relevant to CSEA.
- 8 years of progressive management experience including four (4) years leading and supervising diverse, multi-disciplined teams, preferably for donor-funded projects.
- Ability to provide strong leadership, direction, and operational oversight across multi-disciplined CSEA teams.
- Experience implementing or leading donor-funded activities at the national and/or provincial levels.
- Prior experience working in Pakistan or the region successfully delivering programs of a similar nature.
- High level of diplomacy and relationship management skills to engage all levels of stakeholders from high-level government counterparts to community stakeholders.
- Knowledge of USAID rules and regulations in contract management and operations a plus.
- Demonstrated experience in flexible and adaptive management.
- Fluency in English (both written and verbal) and strong presentation skills required.
