An international NGO in Pakistan is recruiting a MEAL Officer. It is an Islamabad based position and requires extensive travel in the field area of the project. Under the overall supervision of Country Representative for Pakistan and close collaboration with the national and international staff within the areas of responsibility, the MEAL Officer takes responsibility of putting in place M&E system for all projects thereby contributing to meet program quality standards and accountability measures. The MEAL Officer is also responsible to assist the Country Representative in tasks meant to develop country office program and project portfolios.
Salary Range: 175,000 to 200,000/- depending on the availability of budget and salary history of the selected candidate.
Responsibilities:
Specific responsibilities may include, but not limited to, the following.
- Lead the development and implementation of M&E plans, carry out baseline & endline studies, need assessments, periodic/peer reviews, evaluation activities
- Carryout field monitoring visits to collect M&E data/information
- Put-in-place systems for seeking feedback from beneficiary, partners and stakeholders and ensure that findings are assimilated in programs
- Collate and analysis M&E/project data/information to ensure effective implementation of activities and that by meeting mandatory requirements
- Keep a track of reporting requirements and prepare high quality reports to meet internal and external reporting requirements
- Research secondary data, analyse and present when and where desired
- Conduct assessments to select implementing partner organizations; take part in capacity building activities; review implementing partner organizations’ reports/progress and advise accordingly
- Liaise with partner organizations to ensure that the principles of inclusion, participation, gender-equality, protection, accountability, etc. are duly adhered through-out the project/program activities
- Capacity building/ training of implementing partner organizations staff on M&E
- Data analysis, documentation of lessons and sharing of findings with internal and external stakeholders
- Coordination/liaison with stakeholders such as government offices, CSOs, INGOs, UN systems, networks etc. and represent Solidar when directed
- Contribute to the development of new project proposals, LFAs, Theory of Change (TOC), M&E plans etc.
- Actively participate in program development activities, lead scoping missions, draft concept notes/proposals
- Nurture diversified partnerships and contribute in expanding Solidar’s programmatic portfolio and influence
- Contribute to strategic reviews, informing and drafting strategic papers/documents for internal and external stakeholders
- Be the Focal Point with HQ regarding the organisation’s M&E framework and its various workstreams; and be part of the Monitoring Consultation Group
- In addition to the abovementioned duties, perform tasks assigned to achieve the organizational objectives
Eligibility Criteria
- Master’s degree in statistics, economics, sociology, social work, anthropology, or other relevant disciplines
- Three years’ progressive experience of M&E in non-formal education projects particularly focusing well-being of refugees and disadvantaged children
- Proven ability to write reports, collect/collate/analyse data, develop monitoring plans and tools
- Ability to independently carry out field visits throughout Pakistan
- Ability to plan and complete the assigned tasks with minimum supervision
- Excellent communications skills in Urdu and English (both oral and written)
