Background:
Provincial Monitoring officer (PMO)will be responsible for overseeing the monitoring and evaluation (M&E) activities of a project implemented by the Association for Community Transformation (ACT) in their respective provinces. The PMOs will work closely with the Project Manager and other stakeholders to ensure that the project achieves its objectives and delivers the desired outcomes.
Scope of Work
- Develop and implement robust M&E systems for the project, including data collection tools, indicators, and reporting mechanisms.
- Oversee the work of Provincial Monitoring Officers (PMOs) and other M&E staff in the province, providing guidance and support as needed.
- Conduct regular field visits to project sites to assess the progress of project activities, and provide feedback to the Project Manager and other stakeholders.
- Analyze project data and prepare regular reports on project outcomes and impacts for the Project Manager and other stakeholders.
- Support capacity building of project staff and partners on M&E, and ensure that they are equipped with the necessary skills and tools to effectively monitor project activities.
- Participate in project review meetings and contribute to the development of improvement plans based on monitoring findings.
- Ensure compliance with ACT's policies and procedures, as well as donor requirements and local regulations, in the implementation of M&E activities.
Qualifications and Experience
- Master's degree in social sciences, development studies, or a related field, with at least five years of experience in monitoring and evaluating development projects.
- Strong analytical skills, with the ability to collect, analyze, and interpret data using various M&E tools and techniques.
- Excellent communication and interpersonal skills, with the ability to work effectively with project staff, partners, and stakeholders.
- Knowledge of the local context and development issues in the province, and familiarity with the challenges and opportunities for GBV prevention and response.
- Fluency in English and the local language(s) of the province is required.
- Strong commitment to ACT's mission and values, with a strong desire to promote gender equality and empower women and girls.
- Computer literacy, with proficiency in Microsoft Office applications.
Reporting
The Provincial Monitoring Coordinators will report to the Manager QA at ACT’s head office and will be based in the provinces where ACT's project is implemented.
Duration of Assignment
The initial contract for the Provincial Monitoring ofiicers will be for one year, with the possibility of extension based on performance and availability of funding.
