Introduction:
HelpAge International is a global network of Organizations working for the rights of older people. In response to the Flood 2022 HelpAge is implementing a rehabilitation project in the flood-affected areas of Sindh and Khyber Pakhtunkhwa. Supporting vulnerable older people and their families through the provision of Solar kits is one of the major components of the rehabilitation program.

Instructions for Submission of Tender for Procurement of Solar Kits
All the participating companies/Bidders/ Contractors must adhere to the following instructions regarding the preparation & submission of the offers.
- Submission of any wrong/vague information may lead to disqualification of the Bidder. The complete information along with the required documents must be sealed in an envelope marked with the name of Bidder and category applied in bold and legible letters.
- All Bidders are required to submit their “TECHNICAL PROPOSALS” and “FINANCIAL PROPOSALS” separately in sealed envelopes and clearly marked respectively, enclosed in a single envelope.
- The supporting documents must be attached with the “TECHNICAL PROPOSALS”
- The “FINANCIAL PROPOSALS” must be as per the attached format and should be on the letterhead of the Supplier/Bidder/sole authorized dealer having postal address, contact number and other contact details.
- Initially, the envelopes marked as “TECHNICAL PROPOSALS” shall be opened and evaluated as per the prescribed technical evaluation criteria mentioned in the bidding document.
- Each page of the offers must be duly signed and stamped. The pages should be serially numbered. Any cutting / correction must be counter-signed by an authorized person (an authorization letter shall be enclosed)
- All the companies/ bidders shall have to submit a declaration (as annexed – A) on Company’s Letterhead as per the specimen attached.
- The company/ bidders must have experience in similar supplies.
- The bidding document shall be obtained via email “[email protected]” by Deadline Friday 17th July before 1300 hrs.
- All the proposals must reach the HelpAge office by/before Monday 22ndJuly 2024, 4 pm. Any offer received after the due date/time will not be entertained.
- 2.5% Bid Security of the total quoted price should be attached with the technical proposals in favor of HelpAge International in the shape of a Demand Draft which shall be released to the unsuccessful bidders after the finalization of the contractual process within 30 days. The bid security of successful bidders will be returned along with final payment.
- Warranty / Guarantee and after-sale service in the documentation must be provided and be clearly defined in clear and bold.
- Please submit the sample along with the tender documents. Quotations will be disqualified without a sample.

Specific Terms & Conditions:
- Delivery of Supplies must be completed within 15 days after awarding the contract.
- Please submit your bid using the submission template. All bids must be completed in full, incomplete bids will not be taken into consideration for evaluation. (During the evaluation, organization may ask for additional information as necessary.)
- Bids delivered after specified time & date may not be accepted
- Quoted prices must include all government prevailing taxes (Withholding, GST etc.) in case the bidder think that any item is exempted from Tax, It must be mentioned and relevant documents must be attached with the proposal.
- Each bid shall be valid for a period of 1 month from its date of submission
- Prices should be quoted in PKR only
- Prices must include Freight/Transportation, Packing and branding, Loading & unloading, Skilled Unskilled charges to the destination. The supplier will use environmentally friendly packaging material.
- All values in the unit price column should be entered carefully. In case there is any discrepancy between unit price and total amount, value put in unit price column will govern. Financial bids with calculation errors will not be considered for evaluation
- Procurement committee reserves the right to cancel/reject any or all offers without assigning any reason.
- Procurement Committee reserves the right to increase or decrease in specific items or overall quantity of the required items without assigning any reason and change in quoted prices.
- Organization reserves the right to confiscate the Bid Security if;
- If found any wrong information / Forged Document
- if found missing commitment In Lead Time
- If the quoted item does not match the Required Specification
- if found in any kind of contact with the HAI’s staff including the procurement committee which could lead/considered influencing the overall procurement process for the favor
12. Evaluation will consist of two stages. In first stage, all bids will be evaluated for technical compliance and in second stage financial bids of all technically qualified bids will be compared. The award will be made on Technically Qualified, Quality of Goods / Services (Experience), Lead Time, and Competitive Price basis, which means quality of material and work will be evaluated to confirm the specifications and then the lowest bidder will be identified
13. This ‘Tender Document” does not constitute any commitment on the part of this Organization unless a written agreement is signed by both parties

15. In case of late delivery of goods beyond the periods specified in the schedule of requirements and subsequent purchase order, a penalty @ 0.2% per day of the overall supply cost shall be imposed upon the supplier. The penalty on account of shelf-life shortage shall be imposed as detailed under Technical Specifications and Ancillary Services. An exception will be considered only in the situation of event beyond human control like disasters and other external factors that could hinder or block the supply.
