THE WGS ACTIVITY
The Municipal Services Program-Sindh (MSP-S) in Jacobabad City, financed by USAID/Pakistan, had three components: water and sanitation infrastructure upgrades, civic engagement for inclusive governance, and establishment of management information systems. The water supply system has been built/upgraded under the USAID grant for the Municipal Services Program, and it is currently providing water to the citizens of Jacobabad city. Additionally, the MSP has provided waste collection vehicles to the Municipal Committee Jacobabad under the Solid Waste Management component. The work on the sewerage system is ongoing and is expected to be completed in 2023.
HANDS signed a cooperative Agreement with USAID for a period of three years namely “Water Governance for Sindh (WGS) Activity”. The goal of this activity is to provide technical assistance and build capacity to the Municipal Committee Jacobabad (MCJ) and other stakeholders to improve their ability to provide clean drinking water and manage wastewater and solid waste in Jacobabad. The WGS team will work with MCJ and civil society to improve the operations, maintenance, and repair of the water and waste systems. Capacity building approaches will be tailored to meet specific needs and implemented alongside construction efforts by USG/GoS. The aim is to enable MCJ to deliver sustainable and effective municipal services, build trust and ownership among the local community, and achieve self-sustainability
THE ASSIGNMENT
HANDS and WGS-USAID recognize the important role that could be played by the private sector in implementing and financing investments in Water and Sanitation, therefore, to promote public-private partnerships (PPP) is dire need of the time.
To achieve the common purpose, WGS requires the services of a consultant to provide advice to HANDS-WGS and Municipal Committee Jacobabad with respect to technical, legal and financial aspects towards smooth transition of the PPP process. The Consultant is expected to establish strong mechanism of coordinate with Local Government Department (LGD), GoS, LGD-PPP Unit and the Municipal Committee Jacobabad (MCJ) to a successful implementation of the PPP Program for MCJ and the launch of pilot PPP projects.
Based on the above, the HANDS-WGS Activity requires to contract a PPP “Consultant” to carry out the scope of work as defined below:
KEY OBJECTIVES OF THE ASSIGNMENT
The objective of this consulting assignment is to provide PPP support in all aspects (technical, legal and Financial) to the HANDS-WGS Activity, PPP, MCJ and LGD PPP Unit in implementation of the PPP for MCJ.
SCOPE OF WORK
In compliance with the regulatory framework as defined in Sindh Public Private Partnership Act 2010 and according to the guidelines and protocols define by Sindh Solid Waste Management Board, for the complete and successful outsourcing of the municipal services (water supply , waste water and solid waste) of MCJ to the selected bidder via development of and completion of all the required pre-requisites in timely fashion according to the regulatory ,andcompliance framework and in the light of define protocols of the legislative bodies. The assignment’s scope of work includes following tasks:
(a) Assist the HANDS-WGS Activity and MCJ in developing a PPP Node.
(b) Develop guidelines and TORs for the members of MCJ PPP Node members.
(c) Assist the MCJ in developing PPP Operational Guidelines.
(d) Provide an assessment of possible PPP projects in MCJ and identify a pipeline of potential, viable PPP projects.
(e) Prepare draft Terms of Reference (ToRs) and procurement documents for the selection of transaction advisors, PPP experts, Sector consultants and staff for the MCJ.
(f) Provide specialist technical support to the Chief Municipal Officer, MCJ and the Chairman of MCJ in the selection of consultants, transaction advisors, and project staff to prepare and implement PPP transactions.
(g) Provide specialist technical training to LGD and MCJ staff focusing on PPP in MCJ.
KEY DELIVERABLES
- Inception report detaining methodology, work break up with time lines and means of verification as per WGS M&E framework and indicators.
- Draft PPP policy for MCJ and endorsement from LGD PPP-Unit
- Draft PPP Operating Guidelines for MCJ and endorsement from MCJ, LGD and PPP Node
- Draft Terms of Reference (ToRs) and procurement documents for the selection of transaction advisors, PPP experts, Sector consultants and staff.
- Assessment of possible PPP projects in MCJ and identify a pipeline of potential, viable PPP projects for MCJ that would be outsourced through PPP Node.
- Training sessions delivered.
DURATION OF THE ASSIGNMENT
The estimated input of the consultant istill31st March 2025. The assignment is expected to start on 12th July 2024.
COORDINATION
This work is to be carried out in close coordination with Chief of Party (CoP), HANDS-WGS, Chairman and Chief Municipal Officer (CMO), MCJ. Coordination with the LGD PPP Unit and High officials of LGD is essential part of the assignment. Scope outputs of the assignment will be signed off by MCJ and WGS CoPto ensure full delivery and timeliness.
PROFILE OF CONSULTANT
To be qualified for the Assignment, the Consultant must be:
- Master’s degree in Finance/ Business Administration/ Public Policy/CFA/ CA/ ACMA/ ACCA from a well reputed Local or Foreign University, recognized from the Higher Education Commission (HEC) of Pakistan; Higher qualification in these disciplines will be give weightage.
- A qualified PPP practitioner with experience in establishing PPP projects and financially closed PPP Projects in various sectors with at least 10 years’ experience.
- Experience and skills in development of Financial and economic models, due diligence and market analysis.
- Experience in transaction advisory of infrastructure projects in one of more infrastructure sectors andprojects involving the private sector.
- In depth knowledge of public -private partnership regulations especially SPPRA while considering the USAID’s DECA framework.
- Ability to work collaboratively with local stakeholders, government bodies, private sector partners, and communities.
- Strong knowledge of laws, acts, financial, commercial market; and
- Fluent in English and Urdu.
Proposal Evaluation Criteria: -
- 80% Weightage,based on technical evaluation.
- 20% Weightage,based on financial evaluation.
Contract Type:
This is a fixed cost assignment and “reimbursement mode of payment” against the achievement of the milestone/s. No additional financial support cost provided related to operational / equipment procurement/ travel arrangementswill be paid by HANDS beyond the quoted amount by the Consultant at the proposal submission stage.
