Job Description:               Midline Evaluation Consultant

Organization Unit:           Monitoring, Evaluation & Reporting
Reports To:                         Monitoring, Evaluation & Reporting Manager

Primary function/purpose

The primary objective of the Midline Evaluation Consultant position is to conduct the data collection for the midline evaluation of the USAID-funded Pakistan Inducive Democratic Processes & Governance Project. The selected applicant will work closely with the project team to coordinate logistics, ensure alignment with project goals, and ensure high quality data collection for the evaluation

Major duties and responsibilities

Focus Group Discussion Questionnaire Translation:

The consultant will translate the Focus Group Discussion (FGD) guides provided by the manager from English to Urdu. After the translation, the organization team will review and finalize the translated guides.

Data Collection

The consultant will be responsible for conducting Focus Group Discussions (FGDs) and Key Informant Interviews (KII) in Urdu, ensuring accurate and comprehensive data collection. The consultant is required to provide interview notes and/or recordings from each session. Specific groups for FGDs include:

  1. Focus Group with CSO members

Conduct 1 FGD with 6-8 CSO/GDEWG representatives.

  1. Focus Group with members of the ECP’s Training Unit

Conduct FGDs with 6-8 ECP team members from training wing and Master Trainers from   elections related trainings.

  1. Focus Group with NADRA staff

Conduct one FGD with 6-8 NADRA team members.

  1. Focus Group with Media Personnel

Conduct one FGD with 6-8 media personnel trained by the ECP before General Elections, 2024.

  1. Key Informant Interviews:
    • 1 KII with an ECP –MCO wing
    • 1 KII with ECP Monitoring wing
    • 1 KII with a NADRA official
    • 1 KII with an Election Law Expert
    • 1 KII involved in Gender Inclusion Trainings
    • 1 KII with a member of the ECP’s GSI wing
    • 1 KII with representative from Organizations of People with Disabilities (OPDs)

Timeline

The data collection period is expected to take one to two weeks, from roughly July 15 to 29.

Deliverables

The consultant shall provide the following:

1.     Transcripts

Provide transcripts for each FGD and KII in English, using the template provided by the manager.

It is strongly recommended that the consultant budget for a note taker to assist the facilitator during discussions. Upload all the deliverables (scanned consent form, transcripts and images) to shared folder provided by organization’s team.

2.     Notes on Key Issues for the Evaluation

The consultant shall provide notes on key evaluation questions that can enable the organization to develop analyses and findings to address the evaluation questions. The notes should be organized by evaluation question, providing bulleted key points based on the analysis of the data collected during the evaluation. The notes development is expected to take one week.

Position requirements

  • Bachelor’s Degree Requirement, Master’s or Doctorate degree or other advanced degree in Political Science, International Development, or related field preferred, with a strong emphasis on evaluation and/or quantitative and qualitative research.
  • At least 8 years of experience working with USAID and other international donor programs, strong preference for some experience within the Democracy, Human Rights and Governance sector with a focus on program design, monitoring, and evaluation methodologies and frameworks.
  • Experience developing data collection instruments and designing evaluation methodologies.
  • Proven experience in conducting FGDs and KIIs within the context of development projects in the governance sector.
  • Experience working with translation and facilitation services, particularly for gender-sensitive projects.

Shortlisted Candidates will be asked to submit the following:

  • A brief proposal outlining their approach to conducting FGDs and KIIs, including any relevant methodologies.
  • Submit at least one sample report of previous work
  • Detailed budget outlining days, LoEs for each team member
  • Proposed timeline and budget.
