Position Summary:

Surveillance of antimicrobial resistance (AMR) in drinking water, wastewater, and food production settings has not been practised in Pakistan. A holistic approach is paramount, as AMR is a multifaceted challenge with profound implications for human health, animal health, and environmental conditions. Fleming Fund, through the Country Grant, intends to support the Government of Pakistan in conducting National Environmental AMR surveillance.
To address this gap comprehensively and contribute effectively to global efforts in combating AMR, a Technical Working Group (TWG) with membership from the Water, Food production, Human Health, Animal Health and Environment, representing both the Public and Private Sectors, Academia, and Research Organizations and its Terms of References (TORs) for formulating AMR Surveillance Strategy in Environment were finalised and notified from PCRWR vide No. PCRWR/NWQL-2024/AMR dated May 02, 2024.

The STTA Consultant for Environment will arrange a consultation with AMROH, a regional grant, and the TWG. S/he will coordinate at multiple levels for the effective and timely delivery of the AMR Surveillance Strategy in the environment according to FFCG project objectives. S/he will coordinate with provincial teams, provincial AMR secretariats, and the FFCG internal teams. Work involves creativity, initiative, multi-tasking, and exercising verbal and written technical skills.

Key Objectives:

The primary task of the STTA Consultant in the Environment is to develop a comprehensive and effective National AMR surveillance strategy for the environmental conditions of Pakistan. The plan aims to enhance the monitoring, detection, and management of antimicrobial resistance within drinking and wastewater and food production settings in ecological contexts. The efforts of STTA using support from AMROH and the TWG are expected to lay the groundwork for a robust and practical approach to tackling AMR in Pakistan. S/he shall arrange and undertake the following responsibilities: The consultant will also work alongside the consultant for the NAP AMR surveillance strategy in the Environment and Aquaculture to mutually understand and develop a One-Health plan for both sectors. The consultant will work closely with the Ministry of Climate Change (MoCC), the Pakistan Council for Research in Water Resources (PCRWR), and the National Institute of Health under the umbrella of the Ministry of National.

Health Services Regulation and Coordination (MoNHSR&C). The strategy aims to enhance the monitoring, detection, and management of antimicrobial resistance within drinking, wastewater, and food production settings in environmental contexts.

Output-01: Review Existing Frameworks and Strategies
Deliverables

  1. Detailed outline of activities planned (Gantt Chart with deliverables & targets, deadlines & Approaches)
  2. Develop a presentation summarising the review of national and international AMR surveillance frameworks on environmental aspects.
  3. Develop communication channels with relevant national and international stakeholders to discuss insights and gather feedback virtually

Output-02: Identify Key Environmental Factors
Deliverables:

  1. Create a presentation highlighting identified vital environmental factors contributing to the development and spread of AMR in Pakistan for stakeholders & Fleming Fund country grant team & international partners
  2. Meeting with environmental scientists, technical working group for AMR surveillance strategy for environment members, and AMR experts for detailed discussions and validation of findings.
  3. Develop collaboration with the Ministry of Climate Change (MoCC), Pakistan Council for Research in Water Resources (PCRWR), and the National Institute of Health (NIH)


Output-03: Assess Current Surveillance Mechanisms
Deliverables

  1. Assess the ongoing AMR and general surveillance system structure in Pakistan regarding the environment and identify the critical areas of intervention.
  2. Meet with TWG and FF team to systematically discuss the findings and incorporate their feedback

Output-04: Meeting with provincial colleagues
Deliverables

  1. Travel to provinces and meet with key stakeholders
  2. Ensure meeting with Environmental Protection Agencies, Provincial directorate general health services, health secretariats, waste management authority and other vital stakeholders (subject to the revision and further incorporation of partners based on deliberations in future)
  3. Meeting with partners at the provincial level like Fleming Fund Country Grant Pakistan (FFCGP), World Health Organization, PPHI/PRSP/GBRSP/AKHSP and others
  4. Ensure their concerns are noted and ideas are thoroughly reviewed for later incorporation in strategy with proper citation

Output-05: Develop Draft AMR Surveillance Strategy
Deliverables

  1. Detailed outline of AMR Surveillance Strategy in the Environment sector (Table of contents)
  2. Prepare a detailed first draft of the AMR surveillance strategy outlining objectives, methodologies, data collection techniques, and reporting mechanisms specific to the AMR surveillance in the environment (DRAFT ONE).

Output-06: Consultative Workshop for AMR Surveillance Strategy in Environment
Deliverables

  1. Develop an Agenda for the consultative workshop (Agenda, Moderators, Facilitators, Discussion panels).
  2. Support PCRWR for letter drafting identification of key personnel for in-person meetings based on dialogues in provinces.
  3. Support the Operations Manager in finalising the venue and operational aspects.
  4. Develop a brainstorming manual for ideas collection.
  5. Incorporate all ideas and suggestions within draft-01 and share with the concerned colleagues for review and comments, followed by incorporating all suggestions (DRAFT TWO).

Output-07: Incorporate One Health Approach and Sustainability Plan
Deliverables

  1. Meeting with Animal Husbandry Commission, National Institute of Health, Expanded Programme on Immunization, and other partners for discussion and ideas sharing
  2. Meeting with representatives of concerned private sector stakeholders to discuss and refine the integrated approach
  3. Incorporate the sustainability plan within AMR Surveillance in Environment Strategy.
  4. Updated the drafted version two based on the One-Health approach and share it with concerned partners for review and comments (DRAFT THREE).

Output-08: Align with National and International Policies
Deliverables

  1. Ensure alignment of AMR strategy for Environmental surveillance as per Pakistan national health security and other documents, as well as international documents like International Health Regulations, Joint External Evaluations (JEE), reports for Pakistan, and Global Health Security Agenda (GHSA) with proper citations
  2. Share the document with the concerned team at FFFCGP for review (DRAFT FOUR).

Output-09: Technical Costing for National AMR Surveillance Strategy in the Environment Sector
Deliverables

  1. Develop costing for environmental surveillance in Pakistan
  2. Incorporate the suggestion/guidelines provided by FFCGP in costing for AMR Surveillance strategy in the Environment
  3. Incorporation of the costing section in the drafted version of the strategy (DRAFT FIVE).

Output-10: Government Endorsement
Deliverables

  1. Share the final strategy document with concerned government partners for their comments, followed by addressing their concerns and suggestions and incorporating them into the final version (DRAFT SIX).
  2. Meetings with key government officials (PCRWR, MoCC, AHC, MoNHSR&C, NIH) and other departments to secure the endorsement of Strategy

Output-11: Incorporation into National Action Plan Revision
Deliverables

  1. 1. Develop a presentation outlining recommendations for incorporating the AMR Surveillance Strategy in the Environment sector into the National Action Plan revision (Endorsed version and PowerPoint Presentation).
  2. Meetings with the team responsible for the National Action Plan revision to discuss and provide the drafted version of the AMR Surveillance strategy to work upon

Output-12: Consultation with AMROH and Technical Working Group (TWG)
Deliverables

  1. Develop a presentation summarising the consultation process and outcomes.
  2. Meetings with AMROH, TWG, and other relevant stakeholders to ensure effective and timely delivery of the AMR Surveillance Strategy.

Additional Responsibilities:

Complete additional tasks related to integrating AMR Surveillance aspects within the AMR Surveillance strategy for environmental development and National Action Plan for AMR

Requirements (Education, Experience, Skills, Languages etc.):

  • Essential: Bachelor in medical/ veterinary/ biological sciences/ public health with Master in environmental sciences / sustainable sciences / ecological health, and any other similar post-graduation
  • Desirable: PhD in Environmental Health, Environmental Sciences, Global Health, and any other similar qualification
  • At least seven years of experience in coordination, planning, design, follow-up, and report writing in medical/ veterinary/ biological sciences/ environment.
  • Proven experience in strategy document drafting and other similar documents (policy briefs, action plans, and such)
  • Out of seven years, minimum 1-2 years exclusive experience in the environment sector, preferably in environmental health
  • Demonstrated expertise (ability and experience) in leading coordination and working with multiple stakeholders to implement project activities.
  • Demonstrated expertise (ability and experience) in planning/strategy development/execution.
  • Outstanding verbal and written communication skills in English and Urdu, adaptable to different audiences, including interpreting and condensing technical details or complicated terminology for the mainstream public.
  • Solid collaboration skills to work effectively with diverse stakeholders.
  • Familiarity with AMR, Global Health Security Agenda (GHSA), and other multi-sector health initiatives is an asset.
  • Ability to work under pressure in a fast-paced environment, and commitment and drive, with a clear focus on results.
  • Ability to juggle competing priorities whilst maintaining attention to detail and meeting deadlines.
  • Demonstrated commitment to achieving results with a creative and innovative approach.
