ORGANIZATIONAL CONTEXT

The Pakistan Red Crescent (PRC) is a statutory body constituted and governed by an “Act of Parliament.” It was founded in Pakistan on December 20, 1947, by an Order called “The Pakistan Red Cross Order” issued by Quaid-e-Azam, as Governor General of Pakistan and Founding President of the Society. The PRC is part of the ‘International Red Cross Red Crescent Movement,’ which comprises three main components: the “International Federation of Red Cross Red Crescent Societies (IFRC)” dealing with Disaster Response, Health Services, Organizational Development, and Dissemination of Humanitarian Values; the “International Committee of the Red Cross (ICRC)” dealing with conflict, prisoners of war, and Geneva Conventions; and National Societies.

JOB PURPOSE

The main objective of this position is to lead the Anticipation and Humanitarian Preparedness project at the provincial level, ensuring effective implementation at both provincial and district levels to enhance community preparedness and response efforts. The role involves a dedicated commitment to maintaining compliance with relevant guidelines and regulations, as well as fostering close coordination with PRCS National Headquarters, the German Red Cross, and other relevant stakeholders.

MAIN TASKS AND RESPONSIBILITIES

Project Planning, Coordination, and Implementation:

1.     Act as a key intermediary between the PRCS Provincial Branch, National Headquarters, and the German Red Cross (GRC), ensuring a smooth working relationship grounded in mutual respect and shared responsibilities among all partners.

2.     Lead planning, coordination, and implementation efforts at the provincial level for Anticipatory Action and community preparedness activities to achieve project results, including developing annual and quarterly plans and budgets.

3.     Represent PHQ in regular progress review meetings with the project team, involving relevant technical leads from implementing and funding partners.

4.     Explore and engage with relevant agencies and organizations for potential collaborative opportunities to synergise the impact and efficiency of project results.

5.     Provide technical guidance and oversee the development of (IEC) materials around Anticipatory Action and community preparedness for project visibility and image building within the RCRC movement and project areas, in collaboration with PRCS and GRC.

6.     Demonstrate leadership in resolving operational problems using a consultative approach.

Monitoring, Evaluation, and Reporting:

7.     Fulfil periodic narrative/financial reporting and data management requirements based on agreed MEAL standards/templates of PRCS/GRC.

8.     Support GRC's field-level data collection efforts for baseline/endline studies, satisfaction surveys, and learning events.

9.     Undertake regular field visits as per the MEAL plan to track results, gather findings, integrate them into the project design, and archive them.

10. Identify, track, report, and mitigate operational and programmatic risks affecting GRC-supported interventions in the province.

Financial Management and Administration:

11.  Monitor and review the project budget, preparing periodic overviews and analyses in consultation with the PRCS and GRC team.

12.  Review vouchers and financial documentation to ensure compliance with adequacy, timeliness, and transparency standards.

13.  Prepare and seek approval for project activity/event budgets, including objectives and agendas.

14.  Support and facilitate project-related procurements at the PHQ level.

15. Provide inputs in budgeting/revision exercises and support the development of bi-monthly budget forecasts.

Community, Engagement and Accountability:

16.  Support the establishment of a responsive complaint redressal and feedback collection mechanism following IFRC standards for timely recording, analysis, and resolution of complaints and integration of the community feedback.

17.  Encourage participative project implementation, empowering vulnerable groups, especially women and marginalized segments, through continuous field-level engagement.

18.  Promote transparency, accountability, efficiency, and effectiveness throughout project implementation.

19.  Ensure field engagement for learning, adaptation, and collaboration with stakeholders, including line departments, RCRC partners, NGOs, and UN agencies, through sharing progress newsletters and in-person meetings.

20.  Engage and elicit technical support from PRCS departments (e.g., Response, DRM, CCA, PMER, Youth, and Volunteers).

Miscellaneous:

21.  Manage PRCS project staff at PHQ level, identifying training needs, providing coaching, and conducting staff appraisals with PRCS/GRC HR department guidance.

22.  Provide ongoing support to emergency response efforts as and when needed.

23.  Offer necessary technical support to GRC-funded relief efforts in disasters, across Pakistan.

Ensure that all GRC/PRCS projects are implemented in line with GRC, Sphere, Core Humanitarian and donor standards and regulations as well as according to the national law.

Uphold the Fundamental Principles of the Red Cross and Red Crescent Movement.

Perform any other work-related assignments assigned by the management.

DUTIES APPLICABLE TO ALL STAFF

       1.   Support the GRC team towards the achievement of joint PRCS/GRC goals and country strategy.

       2.   Abide by and work under the Red Cross and Red Crescent principles

       3.   Perform any other work-related duties and responsibilities that may be assigned by the line manager.

QUALIFICATION

    Required

  • A relevant master’s degree; in social sciences, disaster risk reduction or management, development studies, environmental sciences, project management or related discipline.

  • A good understanding of the Disaster Risk Management landscape of Pakistan, strong project management and proven coordination skills.

EXPERIENCE

    Required

  • Minimum of five years of mid-level managerial experience in a relevant field preferably with a thematic focus on Disaster Risk Reduction (DRR), anticipatory action and climate change adaptation.

  • Experience of working for a humanitarian aid organisation.

Salary

Salary range is between PKR. 110,000 to 135,000 per month
