A National NGO is looking for dynamic & Professional candidate for the position of Procurement Manager. Candidates with possession of following essentials are highly encouraged to apply.
Required Qualifications:
Education:
- Bachelor’s degree in Business Administration, or any related field. A Master’s degree or professional certification (e.g., CIPS) is an advantage.
Experience:
- At least 5 years of progressive experience in procurement and supply chain management, preferably in humanitarian or development projects.
- Proven experience in managing complex procurement processes, including international procurement and sourcing.
- Familiarity with procurement regulations, procedures, and best practices in the context of donor-funded projects.
Skills:
- Strong negotiation and contract management skills, with the ability to build and maintain effective vendor relationships.
- Excellent analytical and problem-solving skills, with attention to detail and accuracy.
- Proficiency in procurement software and ERP systems.
- Strong communication and interpersonal skills, with the ability to work effectively in a multicultural environment.
Languages:
- Fluency in English and Pashtu (written and spoken) is required.
- Proficiency in refugee languages (e.g., Dari, Farsi) is an advantage.
Other Requirements:
- Willingness to travel occasionally to project sites within KP.
- Understanding of the socio-political context and challenges in KP and the broader region related to procurement in humanitarian contexts.
Job Description:
Procurement Planning and Strategy:
- Develop procurement plans and strategies in alignment with project timelines, budgets, and donor requirements.
- Ensure adherence to organizational procurement policies, procedures, and guidelines.
Vendor Management:
- Identify and pre-qualify suppliers, contractors, and service providers based on established criteria and standards.
- Manage relationships with vendors, negotiate contracts, and monitor performance to ensure compliance with terms and conditions.
Procurement Processes and Documentation:
- Oversee the procurement process from requisition to delivery, ensuring transparency, fairness, and compliance with procurement regulations.
- Prepare and maintain procurement documentation, including purchase orders, contracts, and procurement reports.
Bid Evaluation and Contract Management:
- Lead bid evaluation processes, including technical and financial evaluations, to select suppliers and contractors.
- Draft and finalize contracts and agreements, ensuring clarity of scope, terms, and conditions.
Inventory and Asset Management:
- Establish and maintain inventory management systems to track project assets and supplies.
- Conduct regular inventory audits and ensure proper disposal or transfer of surplus or obsolete items.
Compliance and Risk Management:
- Ensure compliance with donor requirements, local regulations, and organizational policies related to procurement.
- Identify and mitigate procurement-related risks, including fraud, corruption, and supply chain disruptions.
Capacity Building and Training:
- Provide training and guidance to project staff on procurement policies, procedures, and best practices.
- Build procurement capacity among partners and sub-contractors to enhance compliance and efficiency.
Reporting and Documentation:
- Prepare regular procurement status reports for project management and stakeholders.
- Maintain accurate and updated procurement records and documentation for audits and reviews.
