Call for Application- Senior WASH Team Coordinator
Under the overall supervision of the WASH & SNFI Programme Manager and under direct supervision of the National Officer (WASH), the successful candidate will help coordinate and contribute to the implementation of Water, Sanitation and Hygiene (WASH) activities in compliance with IOM’s and donors’ rules and regulations to support high-quality programme implementation.
Responsibilities and Accountabilities
- Coordinate the implementation of the activities required for the successful completion of the WASH projects, following closely the donor(s) requirements and the directions of the supervisor.
- Lead a team of WASH Technical Assistants and Hygiene Promotion Assistants, with strong focus on staff coaching and capacity building. Prepare weekly plans for WASH team staff to visit, and monitor on-going and completed activities.
- Work closely with other IOM teams operating in the same area, including shelter, CCCM and protection teams and coordinate joint site visits to field locations.
- Monitor that activities are performed in accordance to the specifications in the project proposal and meet their intended scope, time and budget; notify in timely matter of any delay or relevant change request.
- Monitor the project implementation by performing regular visits to the areas of operation, verify that materials are being properly utilized and that WASH items are effectively distributed to the beneficiaries.
- Follow up the schedule with contractors and implementing partners and prepare and sign completion certificates. Work closely with the administration and finance areas for contracts management; close out procedures and final payments to the contractors. Provide regular progress updates to the WASH management team in Islamabad and the hub manager.
- Plan and coordinate procurement in line with approved specifications or Bills of Quantity (BoQ), working closely with Procurement and Logistics assistants to ensure that the required materials and items are procured and delivered to the respective sites in a timely manner.
- Maintain effective and active communication with all the stakeholders. Prepare and submit regular progress reports, indicating progress, constraints and requirements for project completion. Ensure that project data and information is archived and shared appropriately.
- Facilitate participation, involvement and contribution of the targeted communities for the completion of the activities included in the work plan.
- Participate in WASH related hub meetings, including WASH sector meetings and any other relevant technical and coordination working groups.
- Assist to follow-up and verify that any needed operational agreement or authorization from the local authorities is convened to guarantee project stability and good relations with the local government.
- Provide necessary information and documentation for the preparation of project proposals. Contribute to contingency planning for possible WASH emergency response if required.
- Perform such other duties as may be assigned.
EDUCATION
University degree in Civil, Water & Sanitation, Environmental engineering or a related field from an accredited academic institution with five (5) years of relevant professional experience,
EXPERIENCE:
- Experience and sound knowledge of water, sanitation and hygiene principles for humanitarian assistance.
- Experience in the implementation of water, sanitation, and hygiene related projects preferably in the Humanitarian Field.
- Experience in working with Implementing Partners is an advantage
- Experience working with Afghan communities is an advantage
SKILLS
- Excellent monitoring and evaluation (M&E) skills; managerial skills; organizational
Skills. - Excellent project management experience.
- Ability to work with limited supervision.
Works effectively with partners, service providers, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.
LANGUAGES
REQUIRED
For this position, fluency in English and working knowledge of Pashto is required (oral and written).
DESIRABLE
Fluency in Pashtu or Dari is highly desirable
Working knowledge of Urdu is highly desirable
