CARE’s programs focus on helping Pakistan achieve its Sustainable Development Goals, especially in the areas of Health, Education, Women’s Economic Empowerment, and Emergency Preparedness and Response (EPR). Since starting operations in Pakistan, CARE has responded with life-saving support to large-scale disasters. CIP works through its local partners and a range of stakeholders for development and emergency response-related interventions, making collaboration a key component of its work across the country. We are a nationally inclusive organization that strives to support the most vulnerable communities all over Pakistan, with particular attention to women and girls and youth.

 

I. JOB SUMMARY:

CARE is implementing a project, in Pishin which is focused on two outcomes, income generation and livelihoods opportunities (outcome 1) and integrated basic services (outcome 2), that entails WASH activities both in community and institutions, will provide Health Worker training in primary health care management, COVID-19 prevention and referral, and communicable and non-communicable diseases.

Raising awareness regarding health and hygiene, food diversification and nutrition, COVID-19, communicable and vaccine preventable diseases, water borne diseases, promote use of safe disposal of excreta and protection through dialogue sessions in the health centers

The incumbent with report directly to the Project Manager (Pishin). S/he would be involved in hygiene promotion, conducting trainings, distributions and will ensure consistent high quality community mobilization services.

 

II. RESPONSIBILITIES AND TASKS

 

Technical: % of Time:  65%

  • Conduct baseline and end-line surveys and need assessments, feasibility studies, stakeholder analysis and community consultations.
  • Conduct beneficiaries’ identification, door-to-door assessment, and verification for project-related distributions.
  • Conduct/support training of health workers and sanitary staff on different levels on Infection, Prevention and Control (IPC) in identified locations.
  • Conduct/Support hygiene promotion training of target communities and health staff of targeted locations.
  • Elaborate all needs-based inputs and all other activities according to the objectives of the programme and the beneficiary involvement strategy of CARE International.
  • Ensure mobilization of targeted population for effective implementation of project activities.
  • Community mobilization for the prioritizing of rehabilitation and recovery activities and strategies.
  • Supports in the development as well as distribution of IEC materials for all activities implemented.
  • Providing technical guidance, training and support to individuals targeted by project in line with the programme strategy and intended outputs.
  • Liaising with programme staff of other CARE teams to ensure that information is shared and that lessons learned are developed.
  • Liaises with Governmental and non-Governmental Agencies at field level.
  • Regularly sharing of information following CARE guidelines and processes
  • Ensure that women are included in decision-making regarding beneficiary identification and selection for the targeted household.
  • Maximize beneficiary contribution.

Coordination and Representation: % of Time:  15%

  • Represent CIP programme to the various Government bodies and communities in the field.
  • Regularly coordinate with Country office staff for project activity updates.
  • Contribute and share information for preparation of donor reports.
  • Regularly sharing updates and case studies ensuring high quality reporting with accurate information.

Logistics and Supply Management: % of Time:  15%

  • Ensure proper verification of distribution items after delivery to the project sites for quality purposes in coordination with line supervisor.
  • In coordination with the line supervisor and Logistics team, ensure effective delivery and management of distribution items.

 Any Other Task: % of Time:  05%

  • Any other tasks or responsibilities based on organizational and programming need as assigned by Line Manager.
  • Safety and Security is everyone’s responsibility within CI through full compliance and accountability (as per Principle of the CARE International Safety & Security Principles).

III. Problem Solving

Levels one and two of problem-solving apply to the incumbent. The incumbent will be involved in daily routine activities, s/he also uses interpolative skills to pick and choose the right solution to address given problems.

IV. Qualifications (Know How)

 a) Education & Training:

  • University Degree in social sciences/development-related field.
  • Excellent knowledge/understanding of Infection Prevention and Control (IPC) and hygiene promotion

b) Experience:

  • Minimum 3 years professional working experience with an NGO/INGO.
  • Experience in conflict resolution and consensus-based decision making. The position will be required to travel to all project areas
  • Good organizational and interpersonal skills.
  • Ability to present concise reports, sometimes at short notice, reflecting the problems and possible solutions for particular situations.
  • Computer literate in Microsoft Word, Excel and Power point.

 c) TECHNICAL SKILLS: (Desired)

  • Strong Verbal/Written and communication skills in the local language as well as English.
  • Must be aware and sensitive to the culture, norms and values of Pishin.
  • Ability to solve problemes and work independently in field. 
  • Strong personal, organizational and time management skills with the capacity to adapt to a changing environment and work under tight deadlines.
  • Strong skills in networking, building relationships and liaison with stakeholders.
  • Ability to work well under pressure and in response to changing needs.
  • Sensitivity to the needs and priorities of disadvantaged populations
  • Demonstrated experience of integrating gender and diversity issues into public health promotion

Desired:

  • Should speak and understand local language of District Pishin, Baluchistan.

V. Working Conditions and Level of Travel Required

The position will be based in District Pishin and will require regular/daily field visits to target communities in District Pishin.
