Community Development Foundation (CDF) is implementing a livelihood and economic resilience intervention aimed at enhancing employability, self-employment, and market-driven livelihood opportunities for vulnerable youth in Jacobabad District. Limited access to markets, unemployment, and inadequate entrepreneurial and digital competencies continue to constrain income-generating opportunities, particularly among youth from economically vulnerable households.

To address these challenges, CDF will provide structured vocational and market skills training to 100 young men and women who possess basic technical or vocational skills but require additional knowledge and practical competencies to connect their skills with markets and sustainable livelihood opportunities. The intervention will strengthen participants' capacities in digital livelihoods, market systems, enterprise development, and digital marketing, enabling them to establish or expand income-generating activities.

To ensure quality delivery of the training program, CDF intends to engage four qualified Master Trainers/Facilitators with expertise in digital livelihoods, market systems, enterprise development, and digital marketing.

2. Purpose of the Assignment

The purpose of this assignment is to engage specialized Master Trainers to design and facilitate practical and market-oriented training sessions that equip youth participants with the knowledge and skills required to improve employability, promote self-employment, and enhance access to income-generating opportunities.

3. Objectives of the Assignment

The specific objectives are to:

  • Strengthen participants' digital and entrepreneurial capacities.
  • Improve understanding of market systems and value chains.
  • Build participants' skills in business development and enterprise planning.
  • Promote digital inclusion and digital marketing practices.
  • Enhance employability and self-employment opportunities among vulnerable youth.
  • Facilitate participants' linkages with markets and income-generating opportunities.
  • Support the effective utilization of start-up kits provided under the project.

4. Scope of Work

Under the supervision of the Project Coordinator, the Master Trainers shall:

a) Training Design and Curriculum Development

  • Review findings from livelihood and market assessments.
  • Prepare training agendas, session plans, presentations, and practical exercises.
  • Adapt training materials to local market realities and participants' needs.
  • Develop training methodologies that promote active learning and practical application.

b) Conduct Capacity Building Workshops

Conduct four-day training workshops for four batches comprising 25 participants each, reaching a total of 100 youth participants.

Training sessions will be organized at central or neighborhood-level venues to ensure accessibility and promote regular participation.

c) Facilitate Practical Learning

The Master Trainers shall employ participatory and practice-oriented approaches local languages/Sindhi including:

  • Group discussions.
  • Case studies.
  • Practical demonstrations.
  • Hands-on exercises.
  • Experience sharing.
  • Local market examples.
  • Question-and-answer sessions.

5. Training Structure and Topics

The training package shall consist of four thematic areas:

Day 1: Digital and E-Commerce Skills

Topics may include:

  • Introduction to digital livelihoods.
  • Digital literacy and online opportunities.
  • Use of smartphones and digital applications for business.
  • E-commerce platforms and online marketplaces.
  • Digital financial services and digital accounts.
  • Online customer engagement.

Day 2: Market Systems and Value Chain Development

Topics may include:

  • Introduction to market systems.
  • Understanding local value chains.
  • Market demand and customer preferences.
  • Market mapping and analysis.
  • Product positioning and competitiveness.
  • Building linkages with buyers and suppliers.

Day 3: Business Development and Enterprise Planning

Topics may include:

  • Entrepreneurship and self-employment.
  • Business opportunity identification.
  • Business model development.
  • Costing and pricing.
  • Basic bookkeeping and financial management.
  • Risk management and business sustainability.
  • Development of simple business plans.

Day 4: Digital Marketing

Topics may include:

  • Social media marketing.
  • Facebook, WhatsApp, and online business promotion.
  • Setting up digital and business profiles.
  • Development of simple digital advertisements.
  • Promotional content creation.
  • Customer communication and branding.
  • Expanding market access through digital platforms.

6. Target Participants

The training will target:

  • 100 youth from vulnerable households.
  • Young women and men possessing basic technical or vocational skills.
  • Participants interested in self-employment and enterprise development.
  • Economically vulnerable youth requiring support to access markets and livelihood opportunities.

Gender balance and inclusive participation shall be promoted throughout the intervention.

7. Duration and Location

The assignment will be implemented from July to August, 2026.

Four training workshops will be organized for four batches of 25 participants each to reach the overall target of 100 participants.

Training venues will be selected in consultation with local authorities and community representatives to ensure accessibility, safety, and convenience for both male and female participants.

8. Roles and Responsibilities of Master Trainers

The Master Trainers shall:

  • Develop and contextualize training materials in local language/Sindhi.
  • Facilitate interactive and participatory learning sessions.
  • Conduct practical exercises and case studies.
  • Ensure active participation of women and men.
  • Maintain attendance records and session documentation.
  • Coordinate with the project team regarding logistical arrangements.
  • Administer pre- and post-training assessments.
  • Provide recommendations for strengthening market linkages and enterprise opportunities.
  • Support participants in applying their knowledge to income-generating activities.
  • Prepare training reports and documentation.

9. Deliverables

The Master Trainers shall provide:

  • Detailed training agenda and session plans.
  • Presentations and training materials.
  • Pre- and post-training assessment tools.
  • Attendance sheets and participant records.
  • Photographic documentation.
  • Practical exercises and case studies.
  • One training completion report summarizing:
    • Number of participants trained.
    • Sex-disaggregated participant data.
    • Topics covered.
    • Key observations and achievements.
    • Challenges encountered.
    • Lessons learned.
    • Recommendations for future interventions.

10. Required Qualifications and Experience

The Master Trainers should possess:

  • At least a Bachelor's degree in Business Administration, Economics, Marketing, Information Technology, Entrepreneurship, Social Sciences, or a related field. A Master's degree will be an advantage.
  • Minimum five years of experience in training and capacity building related to digital livelihoods, market systems, entrepreneurship, business development, or vocational skills.
  • Demonstrated experience working with youth and vulnerable communities.
  • Strong facilitation, communication, and report-writing skills.
  • Familiarity with local markets and enterprise development approaches.
  • Experience in participatory learning methodologies.
  • Ability to communicate effectively in Sindhi, Urdu, and English.

Preference will be given to trainers possessing specialized expertise in:

  • Digital Livelihoods and E-Commerce.
  • Market Systems and Value Chain Development.
  • Enterprise Development and Business Planning.
  • Digital Marketing and Online Business Promotion.

11. Reporting and Supervision

The Master Trainers will work under the overall supervision of the Project Coordinator and will coordinate closely with local government departments, youth networks, private sector actors, and enterprise development stakeholders to ensure that the training remains relevant, practical, and aligned with market opportunities.
