TERMS OF REFERENCE (TORs)
For Hiring of Life Skills Consultant for Curriculum Development
for Grades Pre-1 to 5 by Punjab Education, Curriculum, Training and Assessment Authority (PECTAA)
1. Background
The Punjab Education, Curriculum, Training and Assessment Authority (PECTAA) is undertaking curriculum reforms for Grades Pre-1 to 5 and development of textbooks in line with contemporary educational needs, child development principles and national priorities.
To equip learners with essential competencies for personal growth, responsible citizenship, emotional wellbeing, communication, problem-solving, digital awareness and social adaptability, PECTAA intends to hire the services of a qualified Life Skills Consultant.
The consultant shall support the integration of life skills education across curriculum, textbooks, learning activities, teacher guides and assessment framework.
2. Objectives of the Assignment
The primary objectives of this consultancy are to:
i. Integrate age-appropriate life skills competencies into curriculum and textbooks.
ii. Ensure alignment of life skills content with developmental stages of learners.
iii. Promote social, emotional, ethical, communication, health and citizenship competencies.
iv. Strengthen learner-centered and activity-based pedagogical approaches.
v. Support development of safe, inclusive and culturally appropriate learning materials.
vi. Align educational content with national and international best practices in life skills education.
vii. Promote socio-emotional well-being and inclusive learning practices in the curriculum and textbooks.
3. Scope of Work
The Life Skills Consultant shall perform the following tasks:
3.1 Curriculum Integration
i. Review existing curriculum standards, benchmarks, SLOs, textbooks and assessment frameworks from life skills perspective.
ii. Recommend integration of life skills competencies across different subjects and grade levels.
iii. Develop a progression framework for life skills from Grades Pre-1 to 5.
iv. Ensure vertical and horizontal alignment of life skills concepts.
3.2 Development of Life Skills Framework
Develop a comprehensive Life Skills Framework covering:
i. Self-awareness
ii. Emotional intelligence
iii. Communication skills
iv. Critical and creative thinking
v. Problem-solving
vi. Decision-making
vii. Conflict resolution
viii. Collaboration and teamwork
ix. Empathy and respect
x. Digital citizenship
xi. Health, hygiene and safety awareness
xii. Environmental responsibility
xiii. Responsible citizenship and ethics
3.3 Textbook and Learning Material Review
i. Review textbooks and supplementary materials to ensure:
- age appropriateness
- inclusivity
- gender sensitivity
- child protection considerations
- emotional safety
- cultural relevance
- Digital citizenship
- self-awareness
- empathy and cooperation
ii. Suggest practical activities, reflection exercises, role plays, projects and experiential learning tasks.
iii. Ensure balanced integration of life skills without overburdening academic content.
3.4 Teacher Support Materials
i. Contribute to development of teacher guides / manuals for classroom implementation for life skills education.
ii. Recommend classroom strategies for participatory and activity-based learning.
iii. Develop guidance for teachers on handling sensitive classroom discussions.
3.5 Assessment and Evaluation
i. Recommend assessment strategies for evaluating life skills competencies.
ii. Develop indicators, rubrics and observational tools for formative assessment.
iii. Ensure assessments emphasize practical application and behavioural outcomes.
3.6 Capacity Building and Stakeholder Engagement
i. Conduct orientation sessions / workshops for curriculum developers, textbook writers, reviewers and teachers.
ii. Provide technical guidance during curriculum and textbook development meetings / workshops.
3.7 Quality Assurance
i. Ensure compliance with curriculum standards and educational policies.
ii. Incorporate international best practices and contextualize them for Punjab / Pakistan.
iii. Review drafts documents and provide written feedback for improvement.
4. Deliverables
The consultant shall provide the following deliverables:
- Review Report and Work Plan.
- Life Skills Integration Framework for Grades Pre-1 to 5.
- Review reports on curriculum and textbooks.
- Recommendations for age-wise life skills competencies and progression.
- Teacher support guidelines / manuals.
- Assessment rubrics and evaluation tools.
- Workshop / training materials and presentations.
- Periodic progress reports.
- Final consultancy report with recommendations.
5. Required Qualifications and Experience
- The consultant should possess minimum Master’s degree (preferably PhD) in Education / Psychology / Social Sciences or related discipline. He / She should have at least 10 years of relevant professional experience in curriculum development, life skills education or educational consultancy.
- Demonstrated experience in developing learner-centered educational content.
- Strong understanding of child psychology and age-appropriate pedagogy.
- Excellent analytical, writing, communication and training skills.
- Experience with national or international education projects shall be preferred.
6. Duration of Short-term Consultancy
The short-term consultancy shall initially be for a period of 06 months, extendable subject to satisfactory performance of the consultant and project requirements.
7. Reporting Mechanism
The Life Skills Consultant shall work under the supervision of the Managing Director (Academics), PECTAA and shall coordinate with Subject Specialists (Coordinators), curriculum developers, textbook writers, reviewers, Assessment experts and relevant stakeholders.
8. Confidentiality
The Life Skills Consultant shall maintain confidentiality of all official documents, drafts, curriculum materials and records shared during the consultancy period and shall not use such material for any purpose without prior approval of Punjab Education, Curriculum, Training and Assessment Authority (PECTAA).
9. Performance Evaluation
Performance of the Life Skills Consultant shall be evaluated on the basis of:
i. Quality of deliverables
ii. Timely completion of assignments
iii. Technical expertise
iv. Coordination with stakeholders
v. Effectiveness of recommendations
vi. Contribution toward curriculum and textbook improvement.
