Job Purpose

The Project Manager is responsible for the overall planning, implementation, coordination, monitoring, and successful delivery of project activities in accordance with organizational objectives, donor requirements, and approved work plans.

The role provides strategic and operational leadership to project teams, ensuring effective resource utilization, timely achievement of targets, quality implementation, stakeholder engagement, compliance, and risk management. The Project Manager will lead multidisciplinary teams and work closely with internal and external stakeholders to ensure project outcomes are achieved efficiently and sustainably.


Key Responsibilities

1. Project Planning and Management

  • Lead the planning, implementation, and close-out of project activities.

  • Develop annual, quarterly, and monthly work plans aligned with project objectives and contractual commitments.

  • Translate project goals into operational plans with clear deliverables, timelines, and responsibilities.

  • Monitor implementation progress and ensure achievement of project targets and milestones.

  • Ensure effective utilization of project resources to maximize efficiency and impact.

  • Identify implementation challenges and develop timely corrective actions.


2. Operational Oversight

  • Oversee day-to-day project operations and field implementation activities.

  • Supervise project staff and ensure effective coordination among team members.

  • Ensure implementation activities are delivered according to approved plans, quality standards, and timelines.

  • Conduct regular review meetings to monitor progress and address operational issues.

  • Ensure consistency and standardization of implementation approaches across project locations.


3. Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Oversee implementation of project monitoring and evaluation systems.

  • Track project performance against established indicators, targets, and deliverables.

  • Ensure timely collection, analysis, and utilization of project data.

  • Promote evidence-based decision-making and continuous improvement.

  • Ensure accurate and timely preparation of internal and external reports.

  • Support documentation of achievements, lessons learned, best practices, and success stories.


4. Stakeholder Engagement and Coordination

  • Establish and maintain effective working relationships with relevant stakeholders.

  • Coordinate with government institutions, partners, donors, service providers, and community representatives as required.

  • Represent the organization in meetings, workshops, forums, and coordination platforms.

  • Facilitate collaboration and partnership-building to support project objectives.

  • Ensure effective communication between project teams and stakeholders.


5. Quality Assurance and Technical Oversight

  • Ensure implementation activities meet agreed quality standards and project requirements.

  • Review and approve project tools, guidelines, reports, and implementation plans.

  • Conduct monitoring visits and provide technical and operational support to project teams.

  • Promote continuous improvement and quality enhancement across all project activities.

  • Ensure compliance with applicable standards, policies, and procedures.


6. Team Leadership and Capacity Building

  • Provide leadership, supervision, coaching, and mentoring to project staff.

  • Establish performance objectives and monitor staff performance.

  • Identify training and development needs and facilitate capacity-building initiatives.

  • Promote teamwork, accountability, innovation, and professional growth.

  • Foster a positive, inclusive, and high-performing work environment.


7. Financial Management and Resource Stewardship

  • Monitor project budgets and expenditure against approved plans.

  • Support budget forecasting and financial planning processes.

  • Ensure efficient and cost-effective use of project resources.

  • Review operational expenditures and monitor budget utilization.

  • Coordinate with relevant departments to ensure compliance with financial policies and procedures.


8. Risk Management and Compliance

  • Identify operational, financial, programmatic, and reputational risks.

  • Develop and implement mitigation measures to address identified risks.

  • Ensure compliance with organizational policies, donor requirements, contractual obligations, and applicable laws.

  • Maintain accurate project documentation and records.

  • Support internal and external audits, reviews, and assessments.


Safeguarding and PSEA Responsibilities

  • Uphold the organization's Zero Tolerance Policy on Sexual Exploitation, Abuse, Harassment, and Misconduct.

  • Ensure compliance with safeguarding, PSEA, and Code of Conduct requirements.

  • Promote a safe, respectful, and inclusive working environment.

  • Support safeguarding awareness and capacity-building initiatives.

  • Ensure concerns are reported and addressed in accordance with organizational procedures.

  • Promote accountability and protection of project participants, beneficiaries, staff, and stakeholders.


Qualifications and Experience

  • Master's degree in Project Management, Social Sciences, Development Studies, Public Administration, Business Administration, Public Health, or a related field.

  • Minimum 7–10 years of relevant professional experience in project management.

  • Demonstrated experience managing donor-funded projects and multidisciplinary teams.

  • Experience in project planning, implementation, monitoring, reporting, and stakeholder engagement.

  • Strong understanding of project cycle management principles.

  • Excellent analytical, problem-solving, communication, and report-writing skills.

  • Experience working with government entities, development organizations, and donor-funded programs will be an advantage.

Travel Requirements
