1. MISSION / FUNCTION

 

SECOURS ISLAMIQUE FRANCE (SIF) is an international non-governmental organization dedicated to providing humanitarian assistance and development aid worldwide. Since 1991, SIF has been working across more than 20 countries.

In Pakistan, we have been actively serving vulnerable communities & marginalized groups since 2010 by providing them humanitarian assistance during emergencies and also support them through the implementing of sustainable development programs in the areas of Child Protection & child Wellbeing, WASH, Food Security & Livelihoods, Disaster Risk Reduction, and Education during both early recovery and development phases.

SIF is currently providing its services in all provinces of Pakistan, including; Sindh, Punjab, Baluchistan, KPK, and has a presence in 33 most vulnerable districts. In light of increasing challenges ‘such as’ inflation, illiteracy, poverty, and climate change, as well as their association with limited and shrinking resources like; water, food, and livelihood opportunities, SIF believes that there is a high need for enhanced collaboration between NGOs and government institutions. SIF is fully confident that by sharing experiences, innovations, and lessons learned under such coordination, we can collectively improve the well-being of children and alleviate the miseries of the communities across Pakistan.

 

2. CHILD SAFEGUARDING

As part of the implementation of the Child Safeguarding Policy (CSP), specify here the level of risk associated with child safeguarding (0, 1 or 2) depending on whether or not the position involves contact with children (in particular access to children and/or personal data) and, if so, specify the type of interaction. 

Reminder:

- Level 0: no contact with children

- Level 1: access to children and/or personal data about children

- Level 2: access to children and/or personal data about children and other risk factors such as frequent direct contact with children, contact in isolated locations/without direct supervision, contact with particularly vulnerable children (disability, children without parental protection, etc.).

 

3. MAIN RESPONSABILITIES

Reports to: Field Coordinator Sindh

Key Responsibilities:

A. Program Operations & Implementation

  • Lead day-to-day implementation of the school meals project across targeted schools.
  • Develop operational plans, distribution schedules, and implementation strategies.
  • Ensure timely preparation, transportation, and distribution of meals to schools.
  • Monitor meal quality, quantity, hygiene, and compliance with nutrition standards.
  • Ensure smooth coordination between central kitchens, warehouses, transporters, and schools.
  • Supervise meal distribution processes and troubleshoot operational challenges.
  • Conduct regular field visits to monitor implementation quality and compliance.

B. Coordination & Representation

  • Maintain strong coordination and working relationships with relevant government stakeholders, including the School Education and Literacy  Department, district administration, local authorities, and other line departments.
  • Lead liaison and follow-up with government departments for obtaining required approvals, permissions, NOCs, and operational clearances for project implementation.
  • Support the preparation, review, and signing process of Memorandums of Understanding (MoUs), agreements, and coordination documents with government counterparts and partners.
  • Ensure project activities are implemented in alignment with government policies, education sector priorities, and donor compliance requirements.
  • Represent SIF in coordination meetings, technical working groups, and government-led forums related to school meals and education programming.
  • Facilitate joint planning, monitoring visits, and review meetings with government officials and WFP representative
  • Represent SIF in operational meetings, coordination forums, and field-level discussions.
  • Maintain effective communication with school administrations and community representatives.
  • Facilitate joint monitoring visits with WFP and government officials.
  • Ensure strong coordination between program and support departments.

C. Food Safety & Quality Assurance

  • Monitor food distribution, storage, packaging, and transportation conditions.
  • Ensure compliance with WFP food quality and safety guidelines.
  • Coordinate corrective actions in case of food quality incidents or complaints.
  • Support implementation of WASH and hygiene promotion activities in schools.

D. Logistics & daily operations

  • Coordinate procurement planning with logistics and procurement departments.
  • Monitor stock levels, dispatch records, and warehouse management.
  • Ensure timely transportation and delivery of meals to schools.
  • Oversee vendor performance and service delivery compliance.
  • Support contingency planning for operational disruptions.

E. Monitoring, Reporting & Compliance

  • Ensure proper documentation of operational activities and distributions.
  • Prepare weekly, monthly, and donor reports on project progress and challenges.
  • Coordinate with MEAL teams for data collection, monitoring, and accountability.
  • Ensure adherence to donor regulations, SIF policies, safeguarding standards, and SOPs.
  • Support audits, assessments, evaluations, and verification exercises.

F. Team Management & Capacity Building

  • Supervise project operational staff including SBCC and WASH teams, Schools facilitators, MEAL team, distribution staff, and support personnel.
  • Conduct regular staff meetings, coaching, and performance follow-up.
  • Identify training needs and strengthen staff capacity on food safety, reporting, safeguarding, and operational procedures.
  • Promote teamwork, accountability, and compliance with humanitarian principles

 

This list is not limited; the employee may be required to perform any other task necessary and compatible with its functions assigned by Field Coordinator or HOM.

 

4. REQUIREMENTS

 

 

Education

-        Master’s degree in Project Management, Public Administration, Food Security, Social Sciences, Business Administration, or related field.

Experience

-        Minimum 10 years of relevant work experience in NGO/INGO with expertise in project management.

 

Languages         

-            Fluency in English and Urdu. Fluency in local language is a plus.

 

Knowledge

-        Good computer skills; Word, Excel and PowerPoint with great report writing skills.

-        Effective under pressure, results oriented and proactive with the ability to multi-task.

-        Good Interpersonal communication, negotiating and analytical skills.

-        Ability to organise work schedule on regular basis and flexibility; discrete and respectful to confidentiality.

-        Good Team player and motivated to work in remote and uncertain environment respecting standard operating procedures as devised and instructed.
