The Displacement Tracking Matrix (DTM) is a system to track and monitor displacement and population mobility, and is designed to regularly and systematically capture, process, and disseminate information providing a better understanding of the movements and evolving needs of displaced populations, whether on-site or en route. In recent years, DTM has become increasingly recognized as the primary source of displacement and migration data and information sources at the country, regional, and global levels. As a result of its worldwide presence, flexibility, and interoperability, since 2017, DTM has been implemented in Pakistan.

One of the core functions of DTM is data collection targeting various types of mobile populations and communities living with them through various methods such as face-to-face and/or telephonic interviews. 

Over the years, the portfolio of DTM data collection work in Balochistan has increased in size and complexity, resulting in the deployment of an increasingly sophisticated network of enumerators and quality control mechanisms. To support smooth and well-coordinated implementation of data collection activities beyond the field level, IOM will require the Senior Project Associate (DTM) to support the monitoring and coordination of data collection activities in Balochistan.

Under the direct supervision of the DTM Coordinator and overall supervision of the National Programme Officer and DTM Programme Manager, the Senior Project Associate (DTM) will be responsible for the following duties:

Responsibilities and Accountabilities

  1. Serve as a focal point in Balochistan for coordination and discussion with local authorities, such as border enforcement agencies, regarding data collection activities, including Mobility Tracking (MT), Flow Monitoring (FM), Needs Assessments (NA), Potential Migrant Survey (PMS), Climate Vulnerability Assessment (CVA), as well as other migration research activities in Balochistan.
  2. Coordinate project monitoring activities in Balochistan for the DTM team, including supervision of one direct Project Assistant supporting monitoring activities from the Quetta office.
  3. Compile and update mapping results of targeted data collection locations, including information on accessibility constraints and operational challenges in existing and new DTM target areas in Balochistan.
  4. Coordinate and maintain work schedules for Project Assistants, District Supervisors, and Enumerators engaged in data collection activities.
  5. Provide day-to-day support to Enumerators, Project Assistants, and District Supervisors on data collection procedures, local data storage, and submission through KOBO tools.
  6. Participate in field monitoring visits to districts and border points to review data collection activities and support the field staff in maintaining data quality standards.
  7. Support the monitoring activities carried out by the Project Assistants and District Supervisors, and provide regular updates on implementation progress to the direct supervisor in coordination with the DTM National Programme Officer.
  8. Assist in reviewing data submitted through the KOBO server in coordination with the DTM National Programme Officer and Senior IM Associate.
  9. Address operational issues related to data collection and submission reported by the field teams, provide support in resolving routine matters, and coordinate follow-up actions with the direct supervisor when required.
  10. Liaise with relevant stakeholders and authorities at the sub-national level, particularly local authorities, to facilitate implementation of DTM activities and maintain working relationships.
  11. Participate in briefings, meetings, orientation sessions, and training activities as required.
  12. Perform such other duties as may be assigned by the Supervisor.

Required Qualifications and Experience

EDUCATION

  • Bachelor’s degree from an accredited academic institution, preferably in Social Sciences, Statistics, Development Studies, or a related field, with four years of relevant working experience; or
  • High school diploma with at least six years of relevant professional experience.

EXPERIENCE

  • Prior experience supporting and monitoring the field teams, preferably for research and data collection activities.
  • Experience in the same local context as the duty station.
  • Experience working with local government representatives, preferably border authorities, is required.
  • Experience with data collection and verification is required.
  • Prior experience working for a UN agency or an international organization is an advantage.

SKILLS

  • Ability to liaise with a wide range of stakeholders in Pakistan and in Balochistan in particular.
  • Good organizational and coordination skills.
  • Ability to monitor field activities and follow up on operational issues.
  • Strong communication and interpersonal skills.

Languages

IOM’s official languages are English, French, and Spanish. 

REQUIRED

For this position, fluency in English, Urdu (Speaking and writing), and Balochi (spoken) is required. 

DESIRABLE

Ability to speak in other regional languages (e.g., Pashto, Punjabi, Sindhi, Farsi/Dari) is an advantage.
