Purpose 

The Case Management Officer is responsible for identification, assessment, counseling, and case management of individuals with specific needs, including women at risk, children, elderly persons, persons with disabilities, and other vulnerable groups. The position ensures provision of specialised psychosocial support, protection case management services, and coordinated referrals in accordance with protection principles, confidentiality protocols, and a survivor-centred approach.

Key Responsibilities

 Identification and Intake

  • Identify and register Persons with Specific Needs (PWSN) through outreach, community engagement, and referrals.
  • Conduct comprehensive intake interviews and vulnerability assessments using standardised tools.
  • Apply Age, Gender, and Diversity (AGD) principles in screening and prioritisation.

Case Management

  • Develop individualised case management plans based on assessed risks and needs.
  • Provide ongoing case follow-up, risk reassessment, and case review.
  • Ensure informed consent and maintain strict confidentiality.
  • Safely document case details in accordance with SOPs and data protection policies.
  • Close cases systematically when objectives are met.

Psychosocial Support and Counselling

  • Provide structured psychosocial support (PSS) and basic counselling services to PWSN.
  • Conduct individual and family counselling sessions.
  • Facilitate support groups where appropriate.
  • Identify cases requiring specialised mental health or clinical intervention and refer accordingly.

Referral and Coordination

  • Establish and maintain updated referral pathways for health, legal, education, disability support, shelter, and livelihood services.
  • Coordinate with service providers to ensure timely and appropriate assistance.
  • Follow up on referrals to ensure service delivery and effectiveness.

Protection Monitoring and Risk Mitigation

  • Monitor protection trends affecting PWSN populations.
  • Identify gaps in service provision and escalate protection concerns to supervisors.
  • Support community-based protection initiatives to mitigate risks.

Documentation and Reporting

  • Maintain accurate, organised, and confidential case files (electronic and physical).
  • Prepare weekly and monthly case management reports.
  • Contribute to donor reporting and internal monitoring processes.

Disbursement of ECA (Emergency Cash Assistance) 

  • After accurate assessment of FDP and KOBO entry, once approved by UNHCR, CMO disburse the financial assistance (ECA) among the approved FDPs along with following the disbursement protocols of Inspire Pakistan and UNHCR.

Other Duties

Perform any other duties assigned by the Project Coordinator in line with organisational policies.

Qualifications & Experience

  • Preferably Bachelor’s degree in Psychology, Social Work, Social Sciences, or a related field. 
  • Relevant experience in case management, psychosocial support, or protection programming. 
  • Experience working with refugees and vulnerable populations in humanitarian settings is highly desirable.
  • Ability to communicate effectively in English and relevant local languages (Pashto/Dari an asset)
