Consultancy Services for Refinement and Finalization of the Draft National Healthy Ageing Policy

1. Background

Pakistan is experiencing a significant demographic transition, with the population of older persons steadily increasing. In response, a Draft National Healthy Ageing Policy has been developed through a consultative and multi-stakeholder process led in collaboration with the Ministry of Human Rights (MoHR), relevant government stakeholders, development partners, and members of the Technical Working Group (TWG) on Healthy Ageing.

The draft policy has undergone a series of Technical Working Group consultations at the national level, followed by provincial consultations across all provinces and regions of Pakistan to gather inputs and build consensus. Following completion of these consultations, there is now a need to technically refine and finalize the policy document in line with Government of Pakistan policy drafting standards and official documentation requirements.

The Foundation for Ageing and Inclusive Development (FAID) in collaboration of Ministry of Human Rights, Government of Pakistan intends to engage a qualified consultant to support the refinement, formatting, standardization, and finalization of the draft policy document.

2. Objective of the Consultancy

The overall objective of this consultancy is to finalize and refine the existing Draft National Healthy Ageing Policy to ensure:

þ  Alignment with Government of Pakistan policy drafting formats and standards

þ  Consistency in language, terminology, structure, sequencing, and presentation

þ  Alignment with relevant national laws, policies, and institutional mandates

þ  Coherence with international commitments and frameworks on ageing, health, gender, disability, and human rights

þ  Production of a professionally edited, publication-ready policy document for Government review and approval

This consultancy is focused on technical refinement and finalization of the existing draft and does not involve development of a new policy.

3. Scope of Work

Under the supervision of the Ministry of Human Rights and in coordination with FAID, the consultant will undertake the following tasks:

þ  Review the existing Draft National Healthy Ageing Policy and all related consultation documents, including provincial consultation feedback and Technical Working Group recommendations.

þ  Refine and restructure the draft policy in accordance with Government of Pakistan policy templates, drafting conventions, and administrative standards.

þ  Ensure consistency in:

è  Language and terminology

è  Formatting and structure

è  Numbering, headings, references, and citations

è  Use of official policy and legal drafting style

þ  Align the document with relevant:

è  National laws and policy frameworks

è  International commitments and standards, including MIPAA, SDGs, WHO frameworks, UN Decade of Healthy Ageing, UNCRPD, and CEDAW where applicable

þ  Integrate approved and relevant feedback from provincial consultations and government stakeholders without altering the core intent and agreed policy directions.

þ  Improve coherence, sequencing, readability, and policy flow across sections.

þ  Remove informal, repetitive, advocacy-oriented, or non-standard language where necessary.

þ  Coordinate with the designated focal persons from MoHR and FAID during the refinement process.

þ  Submit revised drafts for review and incorporate one round of consolidated feedback from the Government.

5. Duration of Consultancy

The consultancy will commence upon signing of the contract and continue until 31 May 2026.

6. Duty Station and Coordination

The consultancy will be primarily based in Islamabad with flexible working arrangements. The consultant may work from the Ministry of Human Rights (MoHR) office in Islamabad and/or remotely from home, as mutually agreed with the Ministry and FAID.

Given the consultative and coordination-intensive nature of the assignment, the consultant will be required to maintain close coordination with designated focal persons from the Ministry of Human Rights and FAID throughout the consultancy period. Regular communication, review meetings, and technical discussions will be conducted to ensure alignment with Government requirements and timely progress of deliverables.

The consultant may be required to attend in-person meetings at the Ministry of Human Rights office in Islamabad, as needed, particularly for technical review sessions, consultations, and finalization discussions. Virtual meetings may also be conducted where appropriate.

7. Budget and Payment

The consultant will be paid a lump-sum amount of PKR 200,000 (inclusive of all applicable taxes, communication costs, and incidental expenses), linked to satisfactory completion of deliverables.

8. Required Qualifications and Experience

The consultant should possess:

  • A master’s degree in public policy, Law, Governance, Social Sciences, Public Administration, English/Linguistics, or a related field is required. Higher academic qualifications, such as M.Phil. or PhD, will be considered an added advantage.
  • At least 10+ years of demonstrated experience in drafting, reviewing, editing, or refining government policies, strategies, acts, rules, or official documents.
  • Strong understanding of Government of Pakistan policy drafting formats and administrative language.
  • Excellent analytical, editing, and technical writing skills in English.
  • Familiarity with ageing, social protection, health, human rights, gender, and disability-related policy frameworks will be considered an advantage.

9. Reporting and Supervision

The consultant will report to the designated focal person(s) nominated by the Ministry of Human Rights and FAID and will work in close coordination with relevant stakeholders involved in the policy process.

10. Application Procedure

Interested consultants are requested to submit the following:

  • Updated CV highlighting relevant experience
  • A brief cover letter demonstrating familiarity with government policy drafting and refinement processes
  • Two relevant samples of previous government policy/strategy/legal drafting work (may be redacted if confidential)

 

NOTE;

  • Applications will be reviewed on a rolling basis due to the urgent timeline attached to the policy finalization process.
  • FAID may proceed with shortlisting and recruitment before the official closing date if a suitable candidate is identified.
  • In parallel, a limited head-hunting approach may also be undertaken to identify technically qualified consultants with relevant expertise and proven experience in Government policy documentation.

 This approach is intended to ensure timely completion of the assignment while maintaining transparency, technical quality, and merit-based selection principles.
