Purpose

The Senior Medical Officer (SMO) provides strategic medical oversight, technical guidance, and quality assurance for protection-linked medical interventions under Inspire Pakistan’s UNHCR-supported programme.

 

The role ensures protection-sensitive medical assessment, referral, documentation, and follow-up for refugees and persons with specific needs (PSNs), including persons with disabilities, individuals with chronic illnesses, GBV survivors, elderly persons, and individuals with serious health vulnerabilities

Key Responsibilities

Protection-Sensitive Medical Oversight

  • Conduct and review comprehensive medical assessments for cases referred through protection and case management systems.
  • Review and validate medical reports, diagnoses, treatment plans, and cost estimates for accuracy, appropriateness, and necessity.
  • Provide medical recommendations to support protection case submissions and assistance decisions.
  • Ensure strict confidentiality and protection-sensitive handling of medical information.

Referral Pathways & Coordination

  • Establish and maintain referral pathways with public and private hospitals, laboratories, pharmacies, and specialists.
  • Coordinate with UNHCR health focal points and relevant partners on complex or high-cost medical cases.
  • Liaise with government health departments and service providers to facilitate refugee access to health services.
  • Participate in Refugee Referral Network (RRN) and inter-agency health coordination forums as required.

Integration with Protection & Case Management

  • Work closely with Case Management, GBV, and MHPSS teams to ensure integrated, survivor-centred responses.
  • Identify medical cases requiring urgent protection intervention and escalate appropriately.
  • Provide technical input for GBV-related health cases and mental health referrals, in coordination with specialised staff.

Supervision & Capacity Building

  • Provide technical supervision and guidance to the Medical Assistant and relevant protection staff.
  • Build capacity of case management and CBP teams on:
    • Basic medical screening
    • Medical red flags
    • Understanding medical documentation
    • Referral protocols and follow-up

Quality Assurance, Reporting & Compliance

  • Ensure compliance with national medical regulations, humanitarian health standards, and UNHCR protection principles.
  • Monitor quality of medical services provided through referral networks.
  • Prevent fraud, duplication, or unnecessary medical interventions.
  • Contribute to internal and donor reporting through medical analysis, trends, and evidence-based inputs.

Other Duties

  • Perform any other duties related to the position, as reasonably assigned by the Supervisor, in line with organizational policies and operational requirements.

Qualifications & Experience

  • MBBS from a recognised institution
  • Valid PMDC/PMC registration.
  • Postgraduate qualification (MPH, MCPS, FCPS, or relevant speciality) preferred.
  • Minimum 5–7 years of clinical experience.
  • At least 2–3 years of experience in humanitarian, refugee, or protection-linked health programming.
  • Strong understanding of UNHCR protection frameworks and medical referral systems.
