Based in Islamabad, the Alternate Development Services Pvt. Ltd (ADS) is a research and capacity development firm. It is registered with the Securities and Exchange Commission of Pakistan (SECP). ADS possess elaborate experience of policy review and project implementation in the areas of alternative and renewable energy transition, industrial decarbonization, and addresses the effects of global warming, climate change, and environmental conservation on society, economy, businesses, and people’s livelihood in general. 

ADS envisions generating an enabling environment for informed policy positions, nature-friendly and people-centered development, as well as energy consumption and transition. It is rapidly emerging as a known entity striving to persuade, facilitate, and monitor Pakistan’s corporate sector in transitioning from fossil-powered energy to renewable and sustainable sources of energy, such as wind, solar, bio, and other green, clean, and climate-friendly sources of energy. ADS believes in employing alternative sources of energy, not only help minimize global warming and arrest greenhouse gas emissions (GHGs) but also to help in sustainable business growth and profitability as well.

The Alternate and Renewable Energy Campaign (AREC-Pakistan) is ADS’s ensuing campaign for transforming the corporate sectors’ sources of energy towards clean and green ones. ADS strives to encourage the corporate sector specifically textiles, and food and beverage corporate entities, and respective supply chains) and MDBs to switch to Net-Zero by transforming their high-carbon-emitting and polluting sources of power to alternative, sustainable, greener, and cleaner sources of energy. 

Duty Station: Islamabad-based with likely travel to Punjab, KP, Sindh, and Balochistan, depending on project requirements.

Role Purpose: The Energy Transition Officer (ETO) will lead and support ADS’s technical and analytical work on energy transition and just transition frameworks, with emphasis on advancing clean-energy integration in Pakistan.

 

The incumbent will conduct sectoral assessments of energy consumption and carbon emissions, analyze associated environmental and atmospheric impacts, and contribute to the design of low-carbon development and energy transition plans. The role includes preparing analytical reports, policy briefs, and communication materials, supporting evidence-based advocacy with MDBs and government counterparts, and promoting renewable energy, energy efficiency, and sustainability-linked interventions aligned with ADS’s objectives on GHG reduction, Net-Zero commitments, and workforce reskilling.

 

Corresponding to the project requirements, ADS is looking for a ‘Energy Transition Officer (ETO)’ to assume the following responsibilities: 

 

  1. Lead ADS’s technical and advocacy work to accelerate decarbonisation in Pakistan’s export-oriented industries by scaling grid-connected VREs, enabling clean electrification, and reducing dependence on captive fossil-based generation.
  2. Design and implement practical transition pathways for targeted sectors (textile/apparel and selected food & beverage), combining clean power procurement options with energy efficiency measures and phased adoption plans.
  3. Maintain a strong understanding of power market reforms and regulatory frameworks relevant to industrial energy procurement, including market design, transmission and wheeling arrangements, settlement mechanisms, loss allocation, and commercial considerations affecting corporate renewable energy offtake.
  4. Research and synthesise Pakistan’s energy mix, sector-specific energy use patterns, and viable transition pathways, including tracking progress relevant to corporate renewable commitments and procurement targets.
  5. Support and technically backstop stakeholder consultations, trainings, and roundtables with regulators, market institutions, industry associations, academia, and practitioners, ensuring each engagement produces actionable outputs, clear next steps, and follow-up trackers.
  6. Engage and negotiate with corporate and sector stakeholders to propose implementable clean-energy solutions and procurement strategies aligned with operational realities and supply-chain constraints, with defined responsibilities, timelines, and measurable actions.
  7. Participate actively in relevant networks and coalitions working on energy transition, clean energy, and industrial decarbonisation, and contribute to joint advocacy and knowledge exchange where required.
  8. Develop and maintain effective coordination and collaboration with relevant government ministries, regulatory bodies, public and private institutions, and industry associations to translate evidence and analysis into informed decisions and follow-up actions
  9. Collect, organise, and analyse primary and secondary data required for research, monitoring, trainings, and stakeholder engagements; draft and finalise technical outputs (briefs, consultation notes, toolkits, monitoring updates) to ADS quality standards.
  10. Responsibly handle other relevant tasks as assigned by the Chief Executive and the Programme Manager.
  11. Perform additional tasks as assigned by the head of the organisation or the corresponding manager.

 

Knowledge, Skills, and Experience Required:   

Strong preference will be given to PhD candidates. We are seeking a highly qualified individual with master’s degree in disciplines such as Energy Policy, Environmental Economics, Engineering, Development Studies, or related fields.

The ideal candidate will possess excellent writing and research skills, demonstrating a proactive and self-motivated approach. This role entails independently spearheading projects, leveraging organizational support when needed. The successful candidate will play a pivotal role in taking the initiative, ensuring the effective leadership and execution of projects within our organization.

 

The ideal candidate should also possess:

    1. Minimum 5 years of relevant experience in energy transition, renewable energy, or climate policy, alternative and renewable energy policy, understanding of Competitive Trading Bilateral Contracts Market (CTBCM), along with experience of running a campaign on its own and lobbying for clean and green energy consumption; 
    2. A general understanding of energy and climate-related institutions and their respective roles, functions, and mandates would be beneficial in supporting energy transition and climate finance initiatives such as NEPRA, NEECA, PPIB, CCA etc.
    3. Strong understanding of Pakistan’s overall energy sector, renewable energy development, climate policy landscape, and international climate finance mechanisms.
    4. Proven skills in research, negotiation, stakeholder engagement, and policy advocacy.
    5. Excellent written and verbal communication skills. 
    6. Competence to manage, document, and report the project’s progress, work effectively under pressure situations, meet deadlines, collaborate in a team, learn and pay attention to details, follow the advice of the portfolio lead, write clear and comprehensive reports or proposals, and be capable and willing to multitask.
